Finance Committee Minutes <br /> March 13 , 1989 <br /> Page 2 . <br /> The Finance Committe and the Selectmen proceeded to discuss a <br /> memorandum from the Executive Secretary , dated March 10 , 1989 , <br /> titled , FY90 budget recommendations . <br /> The Selectmen. have approved the modification of the town by-law <br /> that limits the creation of new positions and upgrading of salary <br /> levels of the existing positions to annual town meeting .' They <br /> agreed that there may be the creation of a new position at a Special <br /> if the department is being reorganized or if the Board after <br /> consultation with the Finance Committee and with a 4/5 certified <br /> vote examine the organizational structure of a department and <br /> recognize the need- for a positon . <br /> Both the Finance Committee and the Selectmen approve of an <br /> override of Proposition 22 on the annual election ballot for all <br /> costs associated with the opening of the new elementary school . <br /> These costs have been identified and the figure set at $492 , 270 . <br /> It was the general consensus that this should be an article <br /> before the omnibus . <br /> The joint committees discussed the costs of disposing trash <br /> at the SEMASS plant in Rochester . Joe noted that an earlier meeting <br /> in the day with the Board of Health has left many questions <br /> unanswered and he would know more about the entire matter later <br /> in the week . Joe noted that in an override the Finance Committee <br /> may want to include some of the cost of the local transfer station . <br /> He also noted th 3t there could be an override of 22 for this or <br /> perhaps an increase in the sticker fee to fund the costs . <br /> Both the Selectmen and the Finance Committee have agreed to <br /> the use of the Reserve Fund to allocate approximately $60 , 000 <br /> needed to provide for salaries of employees in the periodic 53rd <br /> pay week . <br /> The Finance Committee and a majority of the Selectmen have <br /> agreed to use the mechanism of a one-time exclusion from <br /> Proposition 22 of major capital projects such as the town mapping <br /> program, the petroleum station and the street sweeper . <br /> The Selectmen and the Finance Committee agreed to continue <br /> the practice of using Proposition 22 debt exclusions for all <br /> land purchases and projects of significant cost such as this <br /> year ' s project to secure with a "cap" the landfill in an <br /> envir.onmentally sound manner . <br /> The Finance Committee and the Selectmen were in agreement <br /> that of the proposed four new town buildings/additions the town <br /> should proceed at the annual meeting with Town Hall and School <br /> and defer the Fire Station and the Senior Center . <br /> There was a great deal of discussion about the proposed <br /> maintenance department article to increase the number of full-time <br /> staff personnel by three . The total override costs would be <br /> $83 , 000 . The Finance Committee expressed their reservations <br />
