He stated that there <br /> are a lot of people who are tired of working outside construction and <br /> would like a job with security and benefits . The salary for <br /> the Maintenance Supervisor would be $28 , 800 . Murphy noted that he <br /> and the present custodian at town hall are making decisions that <br /> they are not equipped to make concerning construction and maintenance <br /> projects . Will felt that the town either has to pay now or pay much <br /> more later for rehab projects . The Finance Committee expressed <br /> their stand that they did not want it on the annual election for <br /> fear it would detract from the two main issues at hand ; the school <br /> and SEMASS . The Selectmen in a 4 to ]. decision wanted this to <br /> appear on the annual election with the school and SEMASS . <br /> It was agreed by both the Selectmen and the Finance Committee <br /> that the proposal for a human services department be revised so that <br /> the town does not hire a director at the annual meeting due to <br /> concerns about the costs at the annual . Joe noted that there are <br /> going to be a lot of overrides in the spring and this may make this <br /> vulnerable to an override , perhaps it should be deferred until a <br /> later special . There is to be a consolidation of the Community <br /> School and the Park & Rec Department . Joe noted that there are <br /> state monies available at 75% for the first year of the grant and <br /> whereas Mashpee had already been awarded the first step - for <br /> a study of Human Services needed in the town - it is likely that <br /> they would get this second-part of the grant . Joe noted that if <br /> approximately $10 , 000 could be set aside for a Human Services Grant <br /> Account , which would represent the town ' s 25% share , the town could <br /> then go for state funding of the position . If Mashpee doesn't get- the grant <br /> the money would go back to the General Fund . This would also show <br /> a commitment ' to go forward with the Human Services Department . <br /> It was agreed that this was perhaps the best route . <br /> The Finance Committee and the Selectmen felt that a single <br /> override question for the ballot after the annual meeting is <br /> concluded to include the amounts for all new positions requested <br /> and approved at the annual meeting that are necessary to maintain <br /> essential services is - doomed to failure . Both committees felt <br /> there is a need to individually list each position and have each <br /> position voted individually . <br /> It was agreed by Selectmen and Finance Committee to indefinitely <br /> postpone all funding requests from social service agencies not <br /> prese.ntly funded until the first special town meeting in FY90 . <br /> Carl noted that the Finance Committee had requested that all social <br /> service agencies submit a financial statement to the Finance Committee <br /> prior to requesting funds . To date only one has - Independence House . <br /> Both Selectmen and Finance Committee agreed to use Stabilization <br /> to fund the three new police cruisers and the local share of the <br /> Chapter 90 article . This would free up $78 , 000 for operating costs . <br /> This will leave a little less than $100 , 000 in Stabilization . <br />
