Finance Committee <br /> March 13 , 1989 <br /> Page 4 . <br /> Both the Selectmen and the Finance Committee agreed to use the <br /> remaining "free cash" account to fund part of the omnibus budget . <br /> This would assure that it is used in a manner acceptable to both <br /> and not used by a group supporting an article not supported by <br /> Selectmen and Finance ;.Committee but knowing more about town <br /> finances than the average voter . Murphy noted that the figure <br /> of $125 , 000 was somewhat reduced by the decision of the Selectmen <br /> to purchase a breathalyzer .for the police and to air condition the <br /> cell at the jail . <br /> All present agreed to defer all non-essential , non-captial <br /> program articles seeking funds from the annual meeting to a special <br /> town meeting in the fall when free cash likely will be available . <br /> Murphy proceeded to address some personnel-related articles <br /> with the Selectmen and Finance Committee and distributed a <br /> memorandum regarding the same dated March 9 , 1989 . <br /> Regarding the Board of Appeals request Murphy recommended <br /> that there be no creation of a posit_i_on at this annual. but rather <br /> add $1 , 971 to the Personnel Board ' s budget for Board Secretaries <br /> to give the Board of Appeals more secretarial time . He noted that <br /> this was the cheapest way out . This would fulfill the purpose <br /> but wouldn ' t lock the town into a permanent position . The Finance <br /> Committee was in agreement with this recommendation . <br /> There are two requests to increase positions to 40-hour a <br /> week positions . One request if for the personnel assistant and <br /> the other is for the Council on Aging ' s outreach worker . Finance <br /> Committee was in agreement with Murphy ' s recommendation that <br /> . the appropriate budgets be modified to include salary for 37 . 5 <br /> hours for the two positons and eliminate the articles . lie also <br /> would like to request the Personnel Board to examine the PAP <br /> to come up with definitions of the categories of positions and <br /> include those in the "definitions" section of PAP . There is no <br /> definition as to what is an "administrative" position ( 37 . 5 hours <br /> per week) and what a "professional" positon ( 40 hours per week) is . <br /> Murphy noted that $868 . 00 had been included in the <br /> Selectmen ' s budget to increase the administrative clerk ' s hours <br /> from 18 to 20 hours per week . Murphy noted he felt it was best <br /> to deal with this in the omnibus budget . <br /> All present were in agreement that they were not in favor <br /> of the Town Planner ' s request to upgrade the position of Assistant <br /> Planner from grade 11 to grade 13 at a cost of $685 . The Finance <br /> Committee felt that to reclassify a single position would cause <br /> problems . The Selectmen did not support this at the annual without <br /> review of other positions. in PAP . <br /> The Selectmen and the Finance Committee were in agreement <br /> regarding the Town Accountant ' s request for a 25-hour per week <br /> clerk position . They recommended that $3 , 100 be kept in the <br /> wages account and $4 , 725 be transferred out to create the new <br /> position . Net cost would then be $10 , 133 in new money . <br />
