Finance Committee Minutes <br /> April 6 , 1989 <br /> Page 3 . <br /> Members of the Finance Committee were in agreement that it would <br /> be wrong to establish a precedent signalling out one group for <br /> compensation . <br /> The Finance Committee Chairman informed members that Article <br /> #68 would also have to be amended as Town Counsel had advised <br /> that it could not be funded as stated . Carl proposed the <br /> following ammendment : <br /> I move the town raise and appropriate $1 , 500 to the <br /> Mashpee Arts Council , Expense Account so they can <br /> contract with the Mashpee Arts Council Inc . , to have <br /> this non-profit corporation provide cultural services <br /> to the residents of the town . <br /> Finance Committee members were in agreement with this and Jane <br /> Coogan of the Mashpee Arts Council joined the meeting and agreed <br /> with the proposed amendment . <br /> The next item addressed was the $35 , 923 proposed additional <br /> funding for the Leisure Services Department . Finance Committee <br /> Members had orginally agreed to fund $87 , 717 of the Leisure <br /> Services . $4 , 328 from the Community School and $83 , 389 from <br /> Park and Rec . Finance Committee discussed increasing this <br /> funding $35 , 923 . The total appropriattion to the Leisure Services <br /> would thus be $123 , 640 , of this $13 , 729 would be from Community <br /> School and $109 , 911 from the Park and Rec Budget . Finance <br /> Committee voted and approved by majority vote with Tony Gallo opposed_. <br /> Member Gallo expressed his opposition to having two school <br /> overrides facing the town and putting the $303 , 903 in excess funds <br /> to any other purpose other than education . He believes that <br /> schools should have the primary consideration and felt the <br /> philosophy of the Finance Committee was not good . lie therefore <br /> noted that he would have to oppose all recommendations for the <br /> use of the excess funds . <br /> Finance Committee voted and approved by majority vote , with <br /> Tony Gallo opposing to put $96 , 131 back into the Police FY90 budget . <br /> The Finance Committee considered putting $24 , 844 back into the - <br /> Fire Department budget .. The Committee voted and rejected the <br /> recommendation , it was reconsidered and rejected again . On the <br /> third reconsideration members by majority vote agreed to put <br /> $24 , 844 back into the Fire budget , with two opposing votes , Tony <br /> Gallo and Ed Dolan . <br /> The Finance Committee voted by_majority vote to replace <br /> $11 , 658 in the Selectmen ' s budget ( $5 , 000 for data processing and <br /> $6 , 658 for apart-time custodian , with Dolan and Gallo opposed . <br /> The Finance Committee voted and approved on the second <br /> consideration b ma 'orit vote to put ac rn o e DPW <br /> Budget with Vaccaro , Gallo and Dolan opposed . <br />
