5 <br /> Board of Selectmen <br /> Minutes <br /> November 19, 2001 <br /> APPOINTMENTS AND HEARINGS: <br /> Transfer_Station Rules&Regulations: (continued) <br /> Motion made by Selectman 1,eveille to adopt said Rules, Regulations <br /> and Policies for the Use and Operation of the Asher's Path Transfer <br /> Station effective January 1, 2001. <br /> Motion seconded by Selectman Taylor. <br /> VOTE: Unanimous. 4-0. <br /> Illegal Dumping Discussion: <br /> i <br /> The Board of Selectmen discussed the problem of illegal dumping <br /> occurring on public property throughout the Town of Mashpee. The <br /> problem is particular along fire roads and other dirt roads that provide easy <br /> access for offenders as the roads are unrestricted, not well traveled and <br /> have no immediate abutters. <br /> Catherine Laurent, Assistant DPW Director, Glen Harrington, Health <br /> Agent and Diane Buritos,Assistant Conservation Agent was present to <br /> discuss this concern. Illegally dumped debris photographs were disclosed. <br /> The Board of Health and Conservation Commission attempt to identify <br /> offenders in order to issue a citation and fine, but often identification is not <br /> possible since much of the debris is not household trash. The debris is <br /> predominately comprised of construction/demolition material and bulky <br /> waste items such as tires, appliances and upholstered furniture. <br /> Increasing the fine for offenders was considered. It was noted that the <br /> present fee imposed by the Board of Health and Conservation Commission <br /> is $300. <br /> The Selectmen agreed to sponsor an article for the May 2002 Town <br /> Meeting to increase the maximum fine for illegal dumping to $500. <br /> Increased public awareness would be promoted. Additional signage <br /> would also be posted, The DPW is slated to conduct a clean up within the <br /> next few weeks with the assistance of a local Boy Scout Troop. Costs for <br /> disposal are not specifically identified in the budget and would be borne <br /> by the DPW/Transfer Station or Board of Health at this time. <br />
