4 <br /> Board of Selectmen <br /> Minutes <br /> November 19, 2001 <br /> APPOINTMENTS AND HEARINGS: <br /> Transfer_Station Rules& Regulations: <br /> Catherine Laurent, Assistant Director of the Department of Public Works <br /> was present to discuss the proposed changes to the Transfer Station <br /> policies and fees and proposed rules and regulations of the use and <br /> operation of the Transfer Station with the Board and interested public. <br /> The current Transfer Station annual residential permit fee is $55. A <br /> second permit for the same household is $5. Permit revenue totals <br /> $246,675. This figure represents 34%of the actual cost of operating the <br /> Transfer Station and the disposal of waste and recyclable materials. <br /> The newly proposed residential fee of$75 with a second permit for the <br /> same household at $10 would generate $336,375 or 46%of the actual <br /> operation cost. It was noted that the changes as proposed would not <br /> require an amendment to the Town's contract with the present operator. <br /> An in-depth discussion followed with respect to increased disposal and <br /> recyclable materials fees incurred by the Town. An increased permit fee <br /> for businesses for the disposal of leaves and grass clippings was <br /> considered. <br /> The proposal as prepared by Ms. Laurent is presented in a memorandum <br /> to the Board of Selectmen dated October 22, 2001. Attached are revised <br /> copies of the proposed changes to the policies and fees, rules and <br /> regulations for the use and operation of the Transfer Station and a <br /> proposed guide to the Asher's Path Transfer Station and sample receipt for <br /> use of the Transfer Station. <br /> Correspondence received from Mashpee resident Eileen Sardinha dated <br /> November 19, 2001 regarding the recycling area was acknowledged. <br /> Motion made by Selectman Taylor to adopt the Rules,Regulations <br /> and Policies for the Use and Operation of the Transfer Station <br /> maintaining the current annual fee structure of$55 per resident for <br /> the use of the Transfer Station. <br /> Motion seconded by Selectman Marsters. <br /> VOTE: Unanimous. 4-0. <br />
