Ed Dolan, Carole Dunivan, John Ferriday, Tony Gallo, Carl Heller, <br /> William Towner, and Jim Vaccaro <br /> The Finance Committee convened at 7 p.m. The first order of business was <br /> a review of the minutes of the August 15th, 1989 meeting. Jim motioned that <br /> a correction be made to page 5, paragraph 3 to read, "The Beach Supervisor <br /> was unable to cover the costs of swimming lessons with revolving account <br /> receipts." The Board Secretary was instructed to amend the minutes as <br /> agreed by the Finance Committee. <br /> Diane Rommelmeyer, the Town Accountant joined the meeting. Diane came <br /> to the meeting to discuss her article for a permanent part-time postion. <br /> She noted that there had been two previous overrides for this and both had <br /> failed. She is still seeking some help. She cited the fact that she has had <br /> no increase in staff in nine years and there has been a 300% increase in the <br /> budget. Diane stated that she is working 50 to 60 hours a week and. she is still <br /> only doing July's work. This part-time position will not even bring her work <br /> up to date this position will help her office survive. She expressed concern <br /> that the Town Accountant according to General Law should inform Selectmen when <br /> an account is in trouble - she is unable to do this. The huge capital projects <br /> that the town is involved with have generated enormous amounts of work and it <br /> all flows through her office. She conceded that her office does not generate <br /> revenue and that she could not fund this position, however she felt that this <br /> was not a legitimate argument for the Town Accountant's Office. She is <br /> seeking a 24-hour a week position, at $7.74 per hour. The requested amount <br /> which would include benefits is $8,030. Finance Committee expressed concern <br /> about the fact that part-time employees are working more hours than they were <br /> voted to work. Diane noted that she was aware that after 999 hours of work <br /> in one year the employee must be a benefited employee. This position failed <br /> twice on an override and the Town Accountant is now seeking the money from <br /> Free Cash. The town made it clear at the override votings that they did not <br /> want this in their taxes. Diane also cited the fact that she was never able <br /> to defend 'the artic-l-e for the part time positon at town: meting_ Finance <br /> Committee members agreed that not enough was said about the need for the <br /> five part-time positions on these overrides and that was one of the reasons for <br /> their demise. She cited that the only alternative was to have an article on the <br /> warrant. Chairman Dolan said that no decisions were to made at this meeting, <br /> due to the fact that there were no total figures on the articles, and there <br /> was to be a meeting with the Selectmen to discuss what should be on the warrant. <br /> The recommendations will be made in October. <br />
