September 27, ' 1989 <br /> Page 2. <br /> Pam Davis of the Assessors Office joined the meeting. Ed stated that the <br /> Selectmen had indicated that there was the possibility that through new growth <br /> the Assessors might-offset the deficit. Carl .questioned how much it would cost <br /> the town if the bills were sent out late. Pam stated that it would cost the <br /> town about $42,000 a month for every month the bills are late out of the <br /> Assessors Office. Pam is present at the Finance Committee to discuss her <br /> article in the amount of $8,608.34 for two part-time clerks. One position is <br /> to keep an 18-hour-a-week position till June 30th, and to create another <br /> temporary part-time position. She stated that the Water District and the <br /> betterments have really added to the work. Pam Davis presented a survey that <br /> she had conducted that illustrates that the Assessors Office in Mashpee is <br /> understaffed compared to towns in similar situations. She agreed that the town <br /> is undergoing revaluation however this is not why she is requesting the help. <br /> She stressed that she is in need of someone just to do the everyday work of the <br /> department. Ed Dolan again reiterated that no recommendations were to be made <br /> at this meeting and asked Pam Davis to advise the Finance Committee of the <br /> new growth figures for the town. <br /> Marilyn Farren and members of the Personnel Board joined the meeting to <br /> discuss personal service contracts and also to discuss two articles they have <br /> on the warrant. The Personnel Board listed the following service contracts as <br /> being in effect: <br /> Deputy Cooper <br /> Joyce Mason, Admin. Asst. <br /> Mark Mason, Beach Supt. (expired 9/16/89) <br /> Chief Robert Ridgeway <br /> Ernie Virgilio <br /> Asst. Animal Control Officer <br /> Lifeguards-swim instructors (nothing in writing) <br /> Diane Kingsley, Librarian <br /> Jeff Nutting, Acting Exec. Director <br /> Lincoln Demoura, Superintendent <br /> Ed questioned whether or not the community school had issued personal service <br /> contracts, and felt there was a need to check on this. Personnel Board members <br /> noted that a position would be advertised at a particular salary, then a contract <br /> would be worked out by the Selectmen above the advertised amount. Marilyn stated <br /> that sometimes there is flexibility. For example if the funding were available <br /> July one and the position was not filled until September, the individual would <br /> be able to get more money but still fall in the PAP range. Personnel Board members <br /> stated that for the most part the personal services contracts conform to the <br /> PAP scale, however the fringe benefits might change. Ed Dolan and members of <br /> both committees agreed that there is a need for some sort of a memetandum_tlD the <br /> Selectmen, asking that they do not issue any personal service contracts or that <br /> those being considered be brought before both Finance Committee and the Personnel <br /> Board until some sort of a directive about these contracts is worked up. The <br /> Board Secretary was directed to type a memo to this effect, to be signed by both <br /> committees. (A 'copy of this memo is attached.) <br /> Ed noted that at last Wednesday's meeting the Selectmen had agreed to check <br /> into the part-time clerk situation. All clerks working over 19 hours a week are <br /> entitled to benefits and an attempt is being made to keep the part time people <br /> under the 999 working hours per year - if they do not stay under this number of <br /> hours they are entitled to benefits. Marilyn also noted that a benefits package <br /> is being considered for those employees who work under 20 hours per week. <br />
