September 27, 1989 <br /> Page 3. <br /> Marilyn Farren also discussed the Personnel article for $2,300 for a printer. <br /> She noted that as per the Finance Committee recommendation she had done some <br /> research into a variety of printers. She presented the letter quality of several <br /> different printers including a DOT MATTRIX printer for $768. The Board feels <br /> that a Laser Printer is really what is required and feels there is a need for <br /> this printer and stated that it could be shared with other departments. Personnel <br /> also has another article for a part-time- clerk to work 16-hours per week at <br /> $6.89 per hour. The projected cost of the position is $2,908. Ed again stated <br /> that no decisions would be made at this meeting and he was not sure of the total <br /> money figure and noted that the positions must be voted on by both the Finance <br /> Committee and the Board of Selectmen. Marilyn asked to be considered for some <br /> type of a wage account if this position was not recommended. <br /> The. Personnel Board felt that they would be able to work up some sort of <br /> a directive on personal service contracts and have it available some time in <br /> November. It was agreed that there was a problem in the interim with the <br /> issuance of new contracts and there was a need to halt this. The Board Secretary <br /> was directed to type the memorandum to Selectmen. <br /> The DPW Director, Ernie Virgilio joined the meeting. Ernie had previously <br /> submitted a Request for Transfer in the amount of $6,760.50 at the meeting <br /> of September 20th, 1989. The Finance Committee had reviewed this request and <br /> disapproved the transfer. Ernie was seeking a reconsideration by the Committee. <br /> This request was made to cover the costs of repairing Old Mill Road. Ernie <br /> stated that the Board of Selectmen had given him the permission to go ahead <br /> and work with the town of Barnstable in repairing the road. Ed Dolan motioned <br /> that the Finance Committee reconsider this request, seconded by- John Ferriday <br /> and there were two opposing votes to the reconsideration, Bill Towner and <br /> Jim Vaccaro. Jim noted that he was opposed to this transfer for the simple <br /> fact that there was only $67,000 left in the Reserve account and there is a need <br /> to be very cautious with this money. He cited the fact that Ernie has $100,000 <br /> in his Road Maintenance, and his belief that it would be unwise at this point <br /> to drain funds from the Reserve Fund. Ernie asked if he paid the bills from his <br /> Road Maintenance Account would the Finance Committee be willing to reconsider <br /> this Request for Transfer in April or May. John Ferriday motioned that this <br /> request be tabled until April 15th, at which time the Finance Committee would <br /> reconsider it. This motion was seconded by Bill Towner and there was a <br /> unanimous vote of approval. Ernie also addressed with the Committee his <br /> article for two full-time truck drivers and a full-time senior clerk. Ernie <br /> stated his belief that clerical workers in the town are really strained. In his <br /> department he cited all the grant project work that was required of the clerk. <br /> In defense of his requests for new personnel Ernie presented a comparison sheet <br /> illustrating the growth of the police and fire departments to that of the DPW. <br /> It was evident that the DPW has not kept pace with the other two departments <br /> and in fact the employee numbers have gone down one person since 1982. <br /> Ernied stressed the need for the DPW to grow with the town to provide the <br /> services the people of the town need. The projected annual cost of these three <br /> Positions would be $55,884. Again Ed stated that at this point the Committee is <br /> just bringing in the Departments to hear their case and recommendations would <br /> be made later. Ernie agreed to submit a copy of the yearly costs of these <br /> positions to help the Finance Committee with their recommendations. <br /> i <br />
