Se'ttember 26, 1989 <br /> Page 4. <br /> Chairman Dolan noted that an annualized figure was needed for the Board of <br /> b Health position. Jim noted that the Board of Health had committed to fit this <br /> into their budget next year. It was also stated that the computer for the Health <br /> Department had gone to bid and there was some speculation that the contract had <br /> been awarded. <br /> Chairman Dolan distributed to Committee members a memorandum from the <br /> Building Inspector stating the fees collected September 1 through September <br /> 26. In the month of September 187 permits were pulled collecting $87,475 <br /> in fees. Included in this figure are renewals for building permits. <br /> A memorandum had been received from June Daley, the Animal Control <br /> Officer requesting that an article in the amount of $3,425 be included in <br /> the warrant. Finance Committee members were aware of this article for the <br /> purpose of providing weekend animal control coverage. <br /> Town Counsel has informed the Finance Committee that the Department of <br /> Revenue has determined that towns may not provide appropriations for the <br /> benefit of private charities, unless there is a written contract with the <br /> charitable entity for specific identifiable services. Committee members <br /> were in approval with this as they had been seeking this contract and had <br /> been defeated on the floor at town meeting. <br /> A memorandum from Jeffrey Nutting regarding Thomas Pucci. He will <br /> be hired by the town on a contract basis at $25 per hour for 10 weeks until <br /> the Special Town Meeting in November to work on developing a short and <br /> long-term strategy of operation of the town computer system. <br /> Chairman Dolan noted that there will be a meeting October 4th, with the <br /> Selectmen and another meeting October 24th to make recommendations on the <br /> warrant. It may be necessary to have the Fire Department, the Conservation <br /> Commission and the Police Station Building Committee address the Finance <br /> Committee at that time. <br /> Chairman Dolan also noted that he had received a letter from the Voter's <br /> Information Association of Mashpee. They requested Finance Committee <br /> recommendations prior to town meeting floor. Ed stated that this is not <br /> always possible. Ms. Thomas who is the Chairman of this organization was <br /> present and she expressed the needed to provide voters of the town with more <br /> information. The Voter's Information Association is looking for a strong <br /> position and voice from the Finance Committee along with more information. <br /> She stated that at the last annual town meeting there was not enough information <br /> on the major articles and the impact of these. All agreed there is a need for <br /> some sort of an explanation of the terms and a real need for the taxpayers to <br /> get more involved in town finances. The Committee welcomed her presence and <br /> saw it as a positive relationship. John Ferriday has been working on an <br /> explanation of the financial terms and Ms. Thomas said she would be doing some <br /> also. <br /> The meeting adjourned at 10:00 p.m. <br /> Gail McNabb <br /> Board Secretary <br />
