Finance Committee <br /> October 4, 1989 <br /> Page 3. <br /> Article 17 - Is for the reimbursement to the school for money used for <br /> the water problem. The current request is for $76,000. Nutting <br /> noted that this may be significantly reduced before town meeting. <br /> There is a need for more reports and the $76,000 may be on the <br /> high side. $76,000 represents an entire year with this water <br /> problem and it doesn't appear that it will continue for the <br /> entire year. There is also the legal issue involved here and <br /> no blame has been established as of yet and there may be <br /> no one at fault in this lead problem. <br /> Article 18 - $2,100 to pay the- guard at the' State Landing for last two <br /> weekends in the summer and start up in the spring. There is no <br /> revolving account for this. <br /> Article 19 - Submitted by the A.ccoun:tant , this article seeks $8,000 to <br /> fund a 24-hour position. This position was created at town meeting <br /> but not funded. Selectmen are in support of this. It is needed <br /> but voters failed to pass an override to fund it. Now the money <br /> is available and it should be funded. <br /> Article 20 - This article is for an 18-hour position for the Building Inspector. <br /> It was the intent of the Selectmen to put the money for this <br /> position-in the Selectmen's Personnel Services Account and they <br /> would assign the individual to the department that .needs'. the help. <br /> Dotg Boyd the Building I n s.p:e c t ar was in support of this idea. <br /> If a moratorium should take effect his workload would drop <br /> significantly. Selectman Lawrence stated that he felt that this <br /> should be the case with the position for the Board of Health, also. <br /> This type of a situation would provide flexibility. <br /> Article 21 - $786 - Inter-departmental transfer. <br /> Article 22 - This article .i-s- for a full-time position in the Assessor's <br /> Office. This position was created at town meeting, but not funded. <br /> Currently the office has three part-time people. The Assessors <br /> have now taken on the water district bills, this means 8,000 <br /> more bills per year. To maintain the current level of service <br /> they feel they need additional help. The cost of the article <br /> is $13,232.15. This money would be transferred from Free Cash. <br /> Article 23 - Article 23 seeks a 30-hour position in the Conservation office. <br /> They are seeking $7,473.90 to fund the position. The cost of <br /> the position would be offset by fees and also money taken from <br /> the Board Secretary Salary Account. Currently the person works <br /> 18 hours per week in the conservation office. <br /> Article 24 - This article seeks to create a full-time position for the Board <br /> of Health under the Selectmen's Personnel Services. The <br /> Selectmen are of the opinion that the Board of Health should not <br /> have full control of this position, because if things slow down <br /> they want to be able to re-assign them. This would recognize <br /> the immediate needs of the department and provide for flexibility <br /> when the work slows down. <br />
