Finance Committee <br /> October 4, 1989 <br /> Page 4. <br /> Article 25 - This article deals with the building of the police station. <br /> Selectman Lawrence stated the position of the Selectmen regarding <br /> new building projects. The Selectmen are of the opinion that the <br /> town should continue on with the major projects that the town is <br /> into as far as building procedures. If the town is going out to <br /> bid and the architectural work has been done then the town should <br /> continue on, but hold back on those projects that are not <br /> started i.e. the fire station. The town is already into the <br /> police station, town hall and landfill. <br /> This article will involve debt issuance costs, however the costs <br /> will not be in this fiscal year. <br /> Article 26 - This article is by petition. It concerns the layout of roads in <br /> the John's Pond area and the assessment of betterments. The <br /> interest costs will also be put back to the home owners. $5,000 <br /> is the amount that will have to be transferred. <br /> Article 27 - This article concerns Stabilization. This will have to be determined. <br /> Before any decisions can be made there is a need to know the financial <br /> situation and this will take two or three more weeks. <br /> Article 28 - No costs involved in this article regarding re-codi£icaiton. <br /> Article 29 - No costs involved. <br /> Article 30 -- This articles concerns adopting a bylaw for town meetings and <br /> elections, with the intent of eliminating a lot of special town <br /> meetings. The Clerk is trying for two annuals instead of 4. <br /> All present agreed that things included in this article needed <br /> to be studied more. <br /> Article 31 - This article sets fees for the Sealer of Weights and Measures. <br /> Article 32 - Allows Inspection Departments to levy fees. This will speed up <br /> the correction of violations and help keep the town out of court. <br /> This would involve the Building Inspector, Harbormaster, Shellfish <br /> Warden. Selectman Lawrence expressed his belief that this was <br /> dangerous, not the amount of the fine but the fact that someone <br /> could use it as a harassment. <br /> Article 33 - This article would enable the Conservation Commission to <br /> institute fees under non-criminal dispositions up to $300. <br /> They would, however, have to develop a process for doing this. <br /> Article 34 - This article would re-classify the engineer from Grade 17 to <br /> Grade 20. The original cost was funded some of the reclassification <br /> will have to be funded. <br /> Articles - These two articles deal with unlawful dumping. <br /> 35 & 36 <br /> Article 37 - This article would allow the Selectmen and the Planning Board <br /> to select an Associate Member for a one-year term. <br />
