Finance Committee <br /> October 4, 1989, <br /> Page 5. <br /> Article 38 - This article was submitted by the Town Planner seeking acceptance <br /> of certain ways. <br /> Article 39 - This article gives the Sewer Commission authority to enter into <br /> negotiations with the New Seabury Corporation regarding sewer <br /> service. <br /> Article 40 - The School Committee is seeking to have the town transfer 17 <br /> acres of land to their control for future use as a school building <br /> site. There is no cost involved in this article. <br /> Article 41 - This is a petition article seeking an additional liquor license <br /> for "The Barn." <br /> Article 42 - This article seeks a sum of money for dredging. The original <br /> request was for $50,000. The amount of this article needs to be <br /> discussed with the Harbormaster. Selectman Lawrence stated that <br /> he feels there is a real need for upkeep .in dredging. <br /> Carl Heller questioned the legal responsibility for articles that levy <br /> fines. Nutting noted that legal questions will have to be addressed to town <br /> counsel. Jeff stated that if article 32 fails, 33 will have to be indefinitely <br /> postponed, and 35 would be questionable. Jeff said he would check this out <br /> with town counsel. <br /> Selectmen had met previously and discussed articles on the November 13th <br /> warrant and had eliminated some articles including: <br /> a 3 DPW workers <br /> s police officer and sargeant <br /> * $45,000 for engineering <br /> The Board of Selectmen felt that the way to control expenditures was to <br /> control what goes on the warrant. They feel there should be a minimum free <br /> cash of $525,000. <br /> Finance Committee members were concerned about the fact that the Selectmen <br /> had met without members of the Finance Committee and reviewed the warrant and <br /> eliminated certain articles and not others without giving them a chance to be <br /> heard. There was a mix up on meeting dates which caused this situation. <br /> The meeting adjourned. The next scheduled meeting is October 24, 1989 <br /> at 7 p.m. <br /> The Board Secretary was not <br /> present at this meeting of the <br /> Finance Committee. <br /> GaiLl' McNabb <br />
