MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> October 16, 1990 <br /> Present: Carole Dunivan, John Ferriday, Tony Gallo, Deirdre Greelish, Carl <br /> Heller, Vern Polka, and Jim Vaccaro <br /> Tile Finance Committee meeting commenced at 7 p.m. The first order of <br /> business was approval of the minutes. The minutes of the September 12th <br /> meeting were amended by Chairman Vaccaro. Carole recommended that the <br /> amended minutes be approved, the motion was seconded by Vern' and there was <br /> unanimous approval. The minutes of October lst were also reviewed. <br /> Carl Heller motioned for approval, seconded by Carole and there was a <br /> unanimous vote of approval, <br /> Ernie Virgilio addressed the Finance Committee regarding snow and ice <br /> removal. Ernie explained that the State has enacted legislation <br /> (Procurement Act 30B) which will require that towns go out to bid to. hire <br /> private contractors for snow and ice removal. It further requires that <br /> contractors have 1 million dollars worth of insurance and truck operators <br /> must be paid in accordance with state guidelines. Ernie noted that this <br /> would create- a 25--35% increase in the cost of snow and ice removal for <br /> Mashpee. Ernie further noted that the state issued the law on September 13, <br /> and excluded themselves. There is a clause in the Act which would allow <br /> .tile- t6wf to---use c�Qntractors that they have used over the last three years <br /> if they earned less than $10,000 (each year) . 1,hese contractors can be <br /> calle"d and they would be required to bid for the maximum they were paid in <br /> thaf'�--'tsi-0�oe-year period. Ernie is hopeful that all the contractors he <br /> previod sly used will be back on board for the town. It was noted that if <br /> the Executive Secretary of the town declares an emergency situation, then <br /> Ernie can''go forward and just call contractors. <br /> The DPW turr-un;t,Iy has five plows and 396 miles of road to plow (including <br /> private roads) . _Ernie explained that the town has two front-end loaders. <br /> One would be good with a plow on it and the ot',;er truck would need some work <br /> before it could plow. He felt that if he could buy a plow for the front--end <br /> loader and winterize the 10-wheeler he could do the roads - but expressed <br /> concern about how :Long i.t would take. The Chairman of the finance Committee <br /> asked if Ernie could put a proposal together illustrating how much it would <br /> cost to outfit the front-end loader and the 10-wheeler. Kevin Harrington <br /> stated that if there should be a snow prior to getting this straightened out <br /> he would declare an emergency. <br />
