Finance Committee <br /> October 16, 1990 <br /> Page 2. <br /> Jim Vaccaro stated that the Finance Committee would be in favor of the <br /> funds to outfit and upgrade the town's trucks if a cost savings is illustrated <br /> against the cost of hiring contractors. Ernie stated that he will look into <br /> the figures and return to the Finance Committee. he stated that he hopes to <br /> have the figures soon as it will take him three weeks to prepare the trucks. <br /> Ernie . next addressed the DPW Request for Transfer in the amount of <br /> $6,200 for repair work to Cambridge Drive. The Finance Committee had previously <br /> recommended that if the DPW needed funds .for private road repair Ernie should <br /> come to the Committee with individual projects. Chairman Vaccaro stated that <br /> he had seen Cambridge Drive and verified that it was both a safety and a <br /> Health hazard, and he felt that the Finance Committee had no other choice <br /> but to approve the request. Jiro further noted that he had researched the <br /> costs of previous private road projects and notedthat the final costs were about <br /> 22% less than the original projected cost. He questioned Ernie if this project <br /> could be done for less than $6,200. Ernie felt confident that the project <br /> could be done for $5,000, and if not he would return to the Committee. <br /> Carl Heller motioned that the DPW Request for Transfer be amended to $5,000 <br /> and approved. This was seconded by John and there was unanimous approval. <br /> Kevin Harrington has submitted a Request for Transfer in the amount of <br /> $3,807.30 to pay for drinking water to Summerwood Condominium complex. This <br /> money was not budgeted as the [:itin'i_cipZl. water was supposed to be available to <br /> these residents in July. The water problem has now been resovled by the <br /> water district, however there are water bills for July, August and part of <br /> September. The water district was late :in getting water to this area. <br /> Tony (Gallo motioned that the Finance Committee recommend approval and this <br /> was seconded by Deirdre. The motion did not carry there were only three votes <br /> in favor, Deirdre, Tony and John. t:embers of the Cor;Jnittee .expressed their <br /> belief that the Executive Secretary should go back to the Water District with <br /> this bill. Members would like to know the reasons for the delay of water <br /> installation. Carole Dunivan motioned that the Committee reconsider this <br /> Request and Vern seconded. All were in favor of reconsideration. Vern <br /> motioned that the Committee table this Request until Kevin has more time <br /> to investigate it more with the water district. Carole seconded the motion <br /> and all were in favor. <br /> The Harbormaster had indicated that he would address the meeting <br /> regarding a Request for Transfer in the amount of $3,737.13. As the Harbormaster <br /> did not appear at the meeting the Request was ta-b e-d-. /, 744?6/e <br /> The Finance Committee turned their attention to a review of cost �V } <br /> savings issues. The first was the consideration of a full-time town counsel. <br /> The townsPent $200,00 in legal fees last year. The special counsel costs were <br /> $100,000. Jim stated that perhaps these cases could be handled by a town <br /> counsel. Jim stated that he and Kevin could do a study of costs and with the <br /> help of Joe Reardon determine what specialized cases could be handled by a town <br /> counsel. A full-time town counsel would be an employee of the town and would <br /> need a knowledge of municipal law. Deirdre would like someone to look into <br /> the cause of the litigation cases. Jim noted that it was the hope that a <br /> town counsel would keep the town out of trouble. All the members agreed that <br /> it was something worth looking into. <br /> I <br />
