Kevin noted that it is important <br /> for the Committee to work with George Costa of the Board of Health to get <br /> cost information and impact. It was the consensus that this issue should <br /> be investigated. Vern said she would check it out with Ernie and George and <br /> do a cost analysis. <br /> The third potential cost saving issue was town operation of the 'Transfer <br /> Station. Jim stated that presently a private contractor is operating the <br /> Transfer Station and perhaps there is the possibility that it could operate <br /> as a profit center. Vern stated that the revenue generated does not <br /> substantiate it being an enterprise. It was noted that there would also be <br /> start up costs. Members agreed that this issue should be tabled and Vern <br /> noted that she would report any changes in the current situation. <br /> Members discussed potential savings of having a private contractor <br /> for rescue service. Carl stated that he was willing to look into this to see <br /> if it would save money. fie felt that considerable cost savings were possible. <br /> The fifth issue discussed was combining the fire and/or rescue with the , <br /> Mashpee Water District. Vern stressed that she wanted to make sure that <br /> the Fire and Rescue stayed within the constraints of 22. It was the <br /> consensus of the Committee to pass on this issue. <br /> Deirdre suggested that the town look into making money on the property <br /> they had foreclosed on. Instead of having small parcels of land scattered <br /> throughout the town, she suggested the town try to sell this land to abutters <br /> or at auction. Jim stated .that Peter Lawrence has put together a plan <br /> addressing this matter and it will be addressed in the near. future. <br /> Carole Dunivan expressed concern about Dick & Ellie's .Flea Market, noting <br /> that the town was missing out on an opportunity to make money. The owners <br /> presently get a one-time permit and then charge each vendor .to set up. <br /> She questioned if there wasn't a law that would require each vendor to get a <br /> permit from the town. She stressed that if the town has an opportunity to make <br /> money they should. She also expressed her concern that these vendors are in <br /> direct competition with town merchants who are required to get a permit and pay <br /> taxes. Jim noted that this was really an enforcement question. Kevin agreed <br /> to check into the vendor license issue and report to the Committee. <br /> John Ferriday expressed his concern that town-owned bogs be maintained <br /> so they are productive. fie noted that there is money in cranberries and <br /> perhaps the town could renovate some old bogs to make them usable. Jiro <br /> agreed to look into this issue and see if there is Land that could be making <br /> money for the town. <br /> Vern suggested that the Committee look into building and grounds maintenance. <br /> She noted that there are no craftsmen on the town payroll. Kevin noted that <br /> he 'is currently working on a plan for FY92. <br /> Carl noted that he would like to work on a strategy for the FY92 budget. <br /> He would like to work out a bottom line budget for each department. Jim noted <br /> that there is to be a joint meeting with the Selectmen on October 22, at 7 p.m. <br /> to address the financial situation of the town. This meeting will determine <br /> the bottom line operating budget. Jim stressed that it is hard to make any <br />
