BOX 1108 <br /> MASHPEE, MA 02649 <br /> FINANCE COMMITTEE zMINUTES <br /> Town Hall <br /> November 27, 1990 <br /> Present: Carole Dunivan, Tony Gallo, Deirdre Greelish, Carl Heller, Vern Polka <br /> and Jim Vaccaro <br /> The Finance Committee Meeting was called to order at 7 p.m. The Finance <br /> Committee reviewed the minutes of .the November 20th emergency meeting. Carl <br /> motioned that the minutes be approved as submitted, seconded by Carole and <br /> there was a unanimous vote of approval. Deirdre recommended that the minutes <br /> of the November 7th meeting be approved as submitted. This motion was _ <br /> seconded by Carl and all members were in agreement. <br /> Chairman Vaccaro reviewed committee correspondence. Kevin Harrington <br /> in a memorandum dated November 3th agreed to pay the Poland Springs' bills <br /> with existing resources, however he noted that he would return to the committee <br /> at a later date seeking replacement of these funds. On November 8th, Kevin <br /> also sent the committee a copy of the Building Committee Guidelines recently <br /> adopted by the Board of Selectmen. He noted that these guidelines were designed <br /> to assist future building committees in the process of their work (Policy #90-002) . <br /> Two pieces of correspondence were received from Dr. DeMoura, Superintendent of , <br /> Schools. The. first included a letter from the Falmouth School Committee stating <br /> that they are not interested in Regionalization and they do not wish to institute <br /> a sli_din.g scale tuition based on enrollment. The second piece of correspondence <br /> inc7_,udEtd' a copy of "the tuition calculations used by Falmouth to determine the <br /> Mashpee per pupil cost for high school students. Chairman Vaccaro questioned <br /> the system'-wide expenses and Carl agreed to check theses figures out with <br /> Dr. .. DeMoura. <br /> Jane LaBute the Town Clerk joined the meeti.iig. Jane has asked to address <br /> the CoQTMittae on two issues. The first issue i.s the so-called "no money" <br /> articles. Jane stressed that recodification of the by-laws costs the town rnonev <br /> after they pass at town meeting. The cost of recodification of by--laws from the <br /> October meeting will be approximately $2,300. She proposed several' steps to <br /> help this situation. First, a system that would limit code changes to the October <br /> tovii r;eeting. Secondly, a:l_1 articles ticles that WOLIu _ci involve recodification should <br /> be sent to her prior to the October mectint; so she could estimate the cost. <br /> Thi.rdly, an article should be placed on the October warrant that would cover Liv, <br /> cos!_-s o.f recodification at the Octoher weetitlg.
