Finance Committee Minutes <br /> November 27, 1990 <br /> Page 3. <br /> motioned that the Finance Committee request that an article be placed on the <br /> warrant for December 17th, 1990 requesting a transfer from Free Cash to the <br /> Reserve Account in the amount of $50,000. Carl seconded this motion. There was <br /> one vote against the motion by Carole, who felt $55,000 would be more appropriate, <br /> all other members present were in agreement. <br /> Chairman Vaccaro stated that both the School Committee and the Board of <br /> Selectmen are looking for a Fincom recommendation regarding the -FY 91 Falmouth <br /> Tuition deficit. The estimated deficit is somewhere between $175,000-$200,000. <br /> There are no exact figures but the cost is approximately $5,000 per student. <br /> Jim stressed that this has been around for 5 months and it needs to be taken care <br /> of. The committee needs to determine if the school department is to pay for <br /> it or the town or a combination of the two. Jim stated that there were 10 <br /> students who stated their intention to ;o to Cape Cod Tech and at the last minute <br /> changed their minds and decided to go to Falmouth High School. This represents <br /> a cost of $50,000 and was unforseen by the school department. Deirdre noted <br /> that she felt the school should absorb the deficit from their budget. Jim <br /> informed the committee that if the town were to absorb this cost there would only <br /> be $45,000 left in Free Cash for next year and this would really put us in a "hole." <br /> Tony expressed his concerns that the children were the ones who were going to <br /> suffer from this by a reduction in school programs. Deirdre noted that it was <br /> the School. Committee's determination to give the school a 20% salary increase <br /> over three years. Members of the. committee expressed-th-eiratd� v <br /> this in view of the fact that all the other town departments had agreed to a 2% <br /> raise. Vern motioned the Finance Committee recommend that $50,000 of the <br /> deficit be paid by the town-'and the remainder come from the school.. This motion <br /> was seconded by Carl. There was one vote against this motion by member Gallo, <br /> all others were in agreement with the motion: <br /> Kevin Harrington addressed the committee regarding South Cape Beach. At <br /> present he noted there are two proposals. <br /> 1. The state would give the town $620,000 to repair and complete Great <br /> Oak Road. The state will construct a new town beach to the east <br /> of the present beach and assume all costs. There would be a swop <br /> of land . The new parking lot would accommodate more cars, however- <br /> the lot would be approximately 300 feet from the beach. <br /> 2. The second proposal would allow the town to keep its existing the <br /> beach. The lot, however, is in-an environmentally- sensitive- area <br /> and there is concern that if something should happen to the lot <br /> the town would not be able to rebuild it. <br /> Carl motioned that ..the Fincom support the recommendation of the South Cape <br /> Advisory Council to accept the first proposal. This was seconded by Deirdere. <br /> Carl., Vern, Deirdre and Jim were in agreement with this motion. <br /> Members Gallo and Dunivan had to leave the meeting prior to a vpte onrthe <br /> South Cape Beach issue (8•45 p.m.) . <br /> Kevin agreed to put the committee recommendation on the warrant of the <br /> December 17th town meeting. <br />
