Finance Committee Minutes <br /> January 22, 1991 <br /> Page 2. <br /> Chairman Vaccaro noted that the Finance Committee does not have the <br /> authority to force Tony to leave the room for discussions of the school <br /> budget that do not involve salary. Tony stated that he will not step down <br /> from participation in the school budget other than salary issues. <br /> Carl stated that it was his belief that Tony's proposal for reviewing <br /> the school budget was not a workable procedure. Deirdre and Vern concurred <br /> with this. Vern motioned that the Finance Committee maintain its present <br /> procedure for reviewing the school budget. This motion was seconded by <br /> Carl. The motion carried with four votes in favor by Deirdre, Vern, Jim, <br /> and Carl. Two members abstained from voting, Carole and ,Tear. <br /> Tony stated his intention to pursue this matter with the State Ethics <br /> Commission noting that he feels he has been wrongly disenfranchised. <br /> He stated that is is going to resign from the School Building Committee, <br /> however to date has not done so officially. <br /> Attorney Reardon noted that Finance Committee members Heller and Vaccaro <br /> are not in conflict of interest, as ex-officio members of .committees. with no votes. <br /> Chairman Vaccaro noted that the Selectmen had reviewed the Report of <br /> Deficits from the Finance Committee and they concurred with most of the <br /> Finance Committee's recommendations. They agreed that the $40,000 shortage <br /> should be made up this year and not carried forward to FY92. Kevin will <br /> check into this matter and make recommendations on how to make up this <br /> $40,000 and possibly more. The Selectmen also discussed trying to get <br /> $25,000 this year for the Assessors and then an additional *$25,000 in FY92.- <br /> Selectmen stated that they would pursue the Finance Committee recommendation <br /> of a salary freeze as of June 30, 1991. They will discuss this with the unions. <br /> The Finance Committee next addressed the Sub-Committee Report prepared <br /> by Vern Polka regarding the town collection of municiapal waste versus <br /> a private contractor. Vern's report illustrated that it is more expensive <br /> to use municipal employees than it is to hire a packer. The report shows <br /> that the way the trash collection is being handled now is the most cost <br /> effective way to do it. <br /> Chairman Vaccaro noted that these initial budget meetings would not <br /> involve public discussion. When Carl presents the school budget the members <br /> will state their questions and Carl can return to. the School Committee for <br /> answers. Recommendations on budgets will be made by letter after intial <br /> recommendations have been made. The departments can then come to the Committee <br /> prior to final decisions being made. All departments will be notified <br /> of initial recommendations and have the opportunity to address the committee. <br /> Chairman Vaccaro noted that the Committee had agreed that the Falmouth <br /> Tuition was to be a separate line item and. a fixed cost. The Committee had <br /> agreed upon a 7-step process of calculating this cost. Jim has requested <br /> a worksheet documenting each of the seven steps, before there is a <br /> recommendation for a fixed cost increase. <br /> Carl distributed an impact statement of a level funded FY92 budget on <br /> the k-8 schools. The Superintendent and the School Committee agree that a <br /> level-funded budget negatively impacts on the educational program of the town. <br />
