Finance Committee Minutes
February 12, 1991
Page 2.
Carl motioned that the Committee reconsider the motion for the $1500 a
year salary for the Board of Selectmen. Deirdre seconded the motion for
reconsideration. There was unanimous agreement to reconsider. Carl then
motioned that the Board of Selectmen be made a non-salaried position provided
this is in accordance with town bylaws. John seconded this motion.
The motion that the Board of Selectmen be a non-paying position carried with
two votes opposed by Carole and Jim. Deirdre noted that she would like to go
on record as stating that it was not that she felt that these people should not
be recompensed, however she stressed the need to get to a point of equity.
Finance Committee next addressed the salary for the Board of Health.
Deirdre left the room and did not participate in this discussion or vote.
Tony Gallo motioned that the Board of Health be a non-paying position provided
this was not in conflict with any town bylaws. The motion was seconded by
Carl and all members were in agreement.
Members agreed that the Clerk and the Treasurer/Tax Collector positions
were full-time paid elected officials.
Chairman Vaccaro noted that a memorandum had been received stating that
the Board of Selectmen would like to meet with the Finance Committee the
last week in February regarding the budget. The schedule for Finance Committee
meetings has been changed to the following due to scheduling conflicts:
Wednesday February 20th Town Hall 6:30 p.m.
Monday February 25th Town Hall 6:30 p.m.
Wednesday February 27th Town Hall 6:30 p.m.
The Selectmen will attend the meeting of February 27th at 7 p.m.
Chairman Vaccaro distributed a copy of the latest spread sheet indicating
that the budget to date is in the red $741,189. He noted that Representative
Cahir has indicated that the town will get the money for the Great Oak Road
reconstruction in about a month. Jim noted that when the Committee goes to
balance the budget he would like to show a $90,000 deficit and then put a
contingency so if the money doesn't come it could be cut and if it does come
it will increase the revenue. The members agreed with this concept which
would make the deficit $651,189.
Vern is the liaison to the DPW Department. She has given her
recommendations to Jim to present. Her recommendations=for the DPW budget are
as follows:
• There is a truck driver retiring 7/1/91 and she recommends
this position not be filled. This would represent a savings
of $23,463.
• Since the ➢irector of the DPW has resigned and there is
an interim Director the projected savings in salary is
$19,603.
