Carl seconded this motion. The motion carried <br /> with 6 votes in favor, Vern not present for the voting. <br /> Members addressed Articles. Jim noted that money has been set aside <br /> in articles for the CC Tech tuition and $50,000 for the Assessors. <br /> There is an article for the taking of the Popponesset Island Bridge by <br /> eminent domain. There is no dollar figure on this article and the town <br /> will try to get the borrowing costs upfront from the residents. <br /> There is an article for a Septage Treatment Plant joint venture with <br /> Sandwich. The cost is $10,000 for the engineering phase but Kevin is not <br /> sure if the town has to pay the money at the end of each phase or at the <br /> end of the project. Kevin will get this information for the Committee. <br /> There is an article for engineering services for groundwater contamination at <br /> Summerwood, however there is no dollar amount to date. <br /> The Board of Health has an article to transfer $30,000 for engineering <br /> services and environmental monitoring. This money had been appropriated <br /> at the May 1988 Town Meeting for groundwater monitoring at Summerwood/Ashers <br /> Path area. This money could be transferred to the General Fund or any other <br /> place. Finance Committee will need to address this when more information is <br /> available. <br /> There is also an article to transfer money from the Landfill Construction <br /> Account and the Middle School Roof Account to the Council. on Agingin Building <br /> Account. The money involved is $242,000. Members will discuss this at a <br /> future meeting and the possibility of using it to reduce the debt. <br /> There is an article to increase mileage reimbursement to 27.50. This <br /> represents a 220 increase. There is no dollar amount on this article yet, <br /> however it is anticipated to be quite high. <br /> An article requests an amendment to the PAP to change a grade 8 position <br /> to an Assistant Assessor position at grade 11. Jim noted that the position <br /> is currently a grade 8 step 4. They have requested a change to grade 11 <br /> step 4/5. This is incorrect and should only be to grade 11 step 1. It was <br /> further noted that the money for this change was already in the Assessors <br /> budget - they had already budgeted for the change. But when going to a new <br /> grade the employee must start at the first step. In essence Finance Committee <br /> has approved too much money in the budget. There is $2,751 too much in this <br /> budget. The difference for this position should be in an article not in the <br /> budget. Carole motioned that $2,751 be subtracted from the Assessor's salary/ <br /> wage account making the total salary figure $84,835. Vern seconded. <br /> Unanimous approval and the bottom line of the Assessor budget is $101,593. <br /> There is an article for a Lister position in the Assessors. The article <br /> is for $25,504. Jim asked members if they wanted to hold money aside for <br /> this new position and have the Assessor come in and explain this request. <br /> Members agreed to set money aside in the articles for the Lister position <br /> however they did not want to set aside the $2,751 for the upgrade of the <br /> other position. <br /> An article for $1,016 is for the Town Clerk's 4% raise.. Members agreed <br /> to hold this money aside. <br />
