-1 <br /> Finance Committee Minutes <br /> February 25, 1991 <br /> Page 3. <br /> Vern motioned that the Committee reconsider their previous recommendation <br /> (2/20/91) of $69,778 for the Board of Health salary and wage account. Carl <br /> seconded the motion to reconsider. Members unanimously agreed to reconsider <br /> (6 votes in favor-Deirdre did not participate or vote) . <br /> Vern motioned that the Finance Committee recommend a salary and wage for <br /> the Board of Health of $87,633. The original request for this account had <br /> been $103,119, members had agreed to reduce this $3,600 for the board salaries <br /> and the Board had agreed to a cut of $11,886 leaving a balance of $87,633. <br /> Vern's recommendation would leave two professionals in the office and a full <br /> time clerk. Carole seconded the motion. This motion did not carry with 5 <br /> votes opposed and 1 in favor by Vern. (Deirdre did not participate or vote.) <br /> Jim noted that the Board. of Health budget would increase by $900 because of <br /> the Committeek, recommendation on the Elected officials' salary. The salary <br /> would would now be $70,678 "and the expenses would remain at $39,850. The <br /> bottom line for the Board of Health budget is $110,528. <br /> Deirdre motioned that the Committee reconsider the Harbormaster budget. <br /> Carole seconded this motion. Deirdre noted that the Harbormaster salary <br /> last year was $16,000 and the FY92 request was for $17;120 and the Committee <br /> had been using this $17,120'figure and had recommended it. She noted that <br /> there shouldn't be any raise in this salary. Deirdre motioned that the <br /> salary for the Habormaster be set at $16,000 which represents a savings of <br /> $1,120 from the previous recommendation. Carole seconded the motion and <br /> there was unanimous approval. <br /> Finance Committee members next discussed the DPW budget. Jim stressed <br /> that it was important for the Committee to agree on some tentative figures for <br /> this budget prior to the meeting with the Selectmen on Wednesday. Members <br /> discussed the elimination of two positions from the DPW for a savings of <br /> $43,066. One of these positions ($23,463) would be eliminated by attrition. <br /> Kevin Harrington has recommended a decrease of $10,000 to the expense account. <br /> Vern motioned that the Finance Committee recommend a $100,000 reduction to <br /> the DPW expense account. This motion was seconded by John. Members <br /> expressed their concern about the $100,000 reduction noting that no one could <br /> be certain of the impact of this amount of money. Members agreed that <br /> $10,000 seemed like a light reduction but felt that they did not have enough <br /> information to recommend a larger reduction. Vern informed the Committee <br /> that she wanted to withdraw her motion. Carl motioned that the Committee <br /> make a tentative recommendation of a $10,000 cut to the DPW expense account <br /> and a cut of $43,066 to the salary and wage account leaving a bottom line <br /> budget of $661,878. This would be broken down as follows: <br /> $345,378 salary/wage <br /> $316,500 expenses <br /> $661,878 total DPW budget <br /> Deirdre seconded Carl's motion and there was unanimous agreement. <br /> Jim asked the Finance Committee to address the Personnel Budget, as he <br /> has received additional information. There is a clause in the contract of <br /> the Deputy Police Chief for tuition reimbursement and $1,610 for tuition <br /> reimbursement was not included in the original budget submission of the <br /> Personnel Board. There is $6,000 in the budget for contract-mandated tuition, <br /> but the $1,610 can not be absorbed. John Ferriday motioned that the Committee <br />
