Finance Committee Minutes <br /> March 21, 1991 <br /> Page 7. <br /> $358,378. This represents an increase of $13,000 and is to fund a position. <br /> The expenses in turn would be reduced to $303,500. John motioned that the <br /> Committee recommend $358,378 for the DPW salary account and $303,500 for the <br /> DPW expense account for a total budget of $661,878. This motion was seconded <br /> by Tony. The motion carried with only one opposing vote by Deirdre. <br /> Carl stated that he would like to address the Fire budget again. Jim had <br /> motioned earlier in the meeting that $15,000 be restored to the Fire budget <br /> in their salary account. Deirdre seconded the motion. The Deputy Fire Chief <br /> was present and he stated that this money would provide for four men starting <br /> each shift. All members unanimously agreed. The total Fire budget is <br /> $1,068,683. <br /> Deirdre motioned that the Finance Committee reconsider the Reserve <br /> Fund figure. She stated that perhaps $122,139 was too much. Jim suggested <br /> the Committee move on to the school budget prior to this discussion as the <br /> school budget was the only budget not addressed and the one with which <br /> Deirdre was concerned. <br /> Carl informed the Committee that when the final determination of the <br /> Falmouth Tuition for FY92 is determined hopefully prior to the Annual <br /> there is the possibility that the costs may be lower than originally budgeted <br /> for and it may be a source of additional funding for the operating budget <br /> of the school department in FY92. Finance Committee should be aware of this <br /> and be ready act on this if there is a favorable variance. Jim stressed <br /> that this is only a possiblity. Carl asked that if money is available at Town <br /> Meeting the Committee should be ready to move it to-the school budget. <br /> Members were in agreement with this as lon;-as-the Falmouth tuition was covered <br /> additional money should go to the school budget. Jim feels that there may <br /> be $31,000 recovered. <br /> Kevin questioned if there had been consideration of reducing the Reserve <br /> Fund, and putting it in the School budget. Jim noted that there presently is <br /> a surplus of $222 going to town meeting and there are $15,000 in human service <br /> articles which may or may not be passed. The only latitude is the Reserve <br /> Fund if the town decides to change something or fund something not provided <br /> for. Carl suggested that if in fact the human service articles do not pass <br /> perhaps the omnibus budget could be reconsidered for the school budget. <br /> Members agreed as there were no definite figures for the Falmouth Tuition it <br /> would be necessary to wait and see what happens. <br /> John Ferriday motioned that $100 be added to the Selectman's Expense <br /> Account to cover the cost of the Town'Planner's membership in the Water <br /> Pollution Control Federation. Kevin had previously agreed to fund this from <br /> the Selectmen's budget. There was no second to the motion. <br /> Carl motioned that the Finance Committee approve the omnibus budget <br /> and John seconded . This motion carried 4 to 1. The opposing vote was cast by <br /> Deirdre. <br />
