Finance Committee Minutes <br /> March 21, 1991 <br /> Page 6. <br /> i Jim noted that he had met with the Tax Collector/Treasurer. Anne has stated <br /> that she needs an additional $4,380 in her budget for the salary account and <br /> she will transfer $2,000 from the expenses to the salary account. This would <br /> give her enough money to keep one part—time person for 30 hours per week. <br /> She stated that she felt she could work with that. Jim motioned that the <br /> Committee reinstate $4,380 to the Tax Collector/Treasurer budget. This was <br /> seconded by Tony and there.was a unanimous vote of approval. <br /> Deirdre noted her concern about the Conservation budget particularly the <br /> need for help in the office. Jim stated that he had talked with Bob Sherman <br /> and Bob had stated that if the Committee could put $1,500 to $2,000 back into <br /> his salary account they could get by. Deirdre motioned that the Finance <br /> Committee increase the Conservation salary account $2,000. This motion was <br /> seconded by John and there was unanimous approval. <br /> I - <br /> John expressed his concern about the money the Finance Committee had <br /> recommended for the Police Department, and the overtime associated with the <br /> DARE program. Deirdre also expressed concern about the money in this budget. <br /> Jim noted that drugs are a problem and that only a portion of the $10,000 <br /> recommended by the Committee was earmarked for overtime in the DARE program. <br /> He also stressed that historically the Police Department submits a lean budget. <br /> Jim stated the this budget was critical to public safety., Deirdre motioned, <br /> that the police budget be reduced $10,000 and transferred to the Fire budget. <br /> There was no second to this motion. <br /> Jim stated that the Fire Chief had made some valid points presenting his <br /> impact statement, and questioned why these impacts were not 'so noted on the <br /> original impact statement distributed. Jim felt that a sum of money should <br /> be restored to the salary account and motioned to restore $15,000 to the <br /> Fire salary account. Tony asked if this could be put on hold till the other <br /> budgets were- reconsidered. <br /> Deirdre expressed concern abut the Harbormaster budget and the lack of <br /> funds for waterways assistants. She noted that for $4,720 the Harbormaster <br /> could have two part time assistants. $2,360 would provide for one assistant <br /> and $1,440 would provide for additional weekend waterways help. Deirdre <br /> motioned that the Committee increase the Harbormaster budget $3,800 for <br /> waterways assistants to be shared jointly with the Shellfish Warden. <br /> This motion was seconded by John and there was unanimous agreement. <br /> The- Committee agreed to pass on reconsideration of the Shellfish budget. <br /> The Library budget was addressed next. Deirdre had concerns about the <br /> I <br /> the $5,000 for the janitor position that the Committee had recommended to <br /> eliminate. She noted that the DPW was assigned the task of cleaning the <br /> library however their budget had been cut also. She motioned that the <br /> Committee recommend an additional $5,000 for the library to restore the <br /> janitorial position. This motion was seconded by John. This motion <br /> failed 2 to 3. The two votes in favor cast by John and Deirdre. Those <br /> members opposed were Carl, Tony and Jim. <br /> Finance Committee addressed the Debt figure of $1,143,819 and noted <br /> it should be corrected to $1,149,069. <br /> t <br /> t <br /> Kevin Harrington addressed the DPW budget. He stated that he would r <br /> like to make changes to the budget, however, the bottom line would remain the <br /> same at $661,878. He would like to increase the salary and wage account to _ .. <br /> I <br />
