Finance Committee Minutes <br /> April 2, 1991 <br /> Page 3. <br /> Deirdre expressed some reservations about the Senior Center project and <br /> questioned if the money should not be used to keep the town hall building going. <br /> Charlie noted that the seniors in town have been working on this project for <br /> seven years and that it was needed for a large percentage of the people. Jim <br /> stated that the Committee would address this again at the next meeting and a <br /> recommendation made at that time. He stressed to Charlie that if the Finance <br /> Committee did not recommend it would only be because of the current financial <br /> constraints. <br /> The Selectmen at their meeting of April 1st expressed concern about the <br /> budget recommendations of three departments, Conservation, Council on Aging and <br /> the Board of Health. The present Committee position on the Health Department <br /> budget allows enough funds for the full-time agent and $10,000 that the Committee <br /> suggested be used to fund the part-time clerk position. Jim noted this money <br /> however could be used at their discretion. Jim noted that since this recommendation <br /> was made there have been numerous meetings with the Board of Health and the <br /> Selectmen on April lst made a recommendation and asked the Finance Committee to <br /> reconsider their recommendation. The Selectmen are recommending that $9,000 <br /> be added to the Health salary account to fund the Assistant Agent position. <br /> The rationale being that if he is not laid off then $9,000 can be deducted from <br /> the unemployment account. <br /> Carole motioned that the Committee reconsider the Health Department budget. <br /> Tony Gallo seconded the motion. All were in favor of reconsideration. Deirdre <br /> has stepped down from this discussion. George Costa of the Board of Health <br /> addressed the Committee. He noted that if $9,000 was restored to the salary <br /> account the Assistant Agent could work a 28 hour-week (4 days at 7 hours a day) . <br /> This would insure the continuance of environmental and health services to the <br /> town and maintain the entire revenue base. George is asking that the $897 <br /> that the Board of Health members have relinquished from their salaries be <br /> transferred to the salary account, that $200 be transferred from the supplies to <br /> salary and $9,000 be transferred to the salary account from the unemployment <br /> account. This would give the $10,119 needed for the 28 hour-a-week Assistant <br /> Agent position. He noted that there would be three people in the office, <br /> the Agent the Assistant Agent and the Secretary. <br /> The $9,000 reduction to unemployment would make it $91,000 however, +2-,-$99- <br /> wd:I ha* t-s be added -to 4t. Denise the part-time clerk will be laid off <br /> a44 t4;e $4rg00 represents, t4w unempInymeat- e4sts. This would leave a total <br /> p of $42-,EW in unemployment. .Tim stated that this was a "comfortable" figure <br /> in view of the fact that the school is only anticipating laying off 2.5 people. <br /> Carl motioned that the $897 savings from the elected official's salary <br /> account be transferred to the Health Department salary account. Tony seconded <br /> this motion and all members voting agreed with the motion. (Deirdre stepped <br /> down from the discussion and vote.) <br /> Carl motioned that $9,000 be taken from unemployment compensation and <br /> transferred to the salary and wage account of the Health Department. Tony <br /> seconded. This motion carried 5 to one. Vern opposed this motion expressing <br /> concern that this would set a precedent. (Deirdre stepped down from the <br /> discussion and vote.) <br /> John motioned that $200 be transferred from the Health expense account to <br /> their salary and wage account. This motion was seconded by Tony and all members <br /> were in agreement. (Deirdre stepped down from the discussion and the vote. ) <br />
