Finance Committee Minutes <br /> April 2, 1991 <br /> Page 4. <br /> The Health Department recommendation would be: <br /> Elected officials $3.00 <br /> Salary/Wage $79,875.00 <br /> Expenses $39,650.00 <br /> TOTAL $119,528.00 <br /> The S e-1 ec tmen - also expressed concern about the Council on Aging budget. <br /> The Finance: Committee has recommended that the Outreach Worker position be <br /> fully funded as a full-time position, and the Director be a part-time position <br /> at 20 hours-per-week. This reduction of the Director's hours impacts his <br /> retirement pension. An employee has to work 25 hours-per-week to participate <br /> in the pension plan. The addition of 5 hours a week to make the position a <br /> 25 hour-per-week position would cost $3,744. There was no motion to reconsider <br /> the original recommendation. <br /> Members turned their attention to consideration of the Annual Town Meeting <br /> Warrant. <br /> Article 21 -- There is no money figure available on this article to date. <br /> The town will have to have some upfront money to bond the betterment <br /> for the legal, engineering, construction and reconstruction <br /> expenses associated with the taking and improvement of roads in <br /> John's Pond Estates. <br /> Finance Committee will make their recommendation on town meeting floor. <br /> Article 24 - Last October at the Town- Meeting the town voted to take the roads <br /> in Santuit Pond Estates. The town has spent $45,000 in legal and <br /> engineering costs and now a group of petitioners wants to rescind <br /> this and not pay the betterment. <br /> Article 25 - Seeks the town to take two of the roads in this area. <br /> Deirdre motioned that the Finance Committee not recommend Articles <br /> 24 and 25. This motion was seconded by. -Vern and all members were <br /> in agreement. <br /> Human - Deirdre motioned that the Committee recommend these Articles provided <br /> Service the money is available on town meeting floor. Carole second this <br /> Articles motion. The motion carried 6 to 1, with the opposing vote cast by <br /> Carl. <br /> Deirdre recommended that the Committee prioritize the motion so-that <br /> if funds are available at town meeting, however they are insufficient <br /> to cover both the CLAMS project and the Human Service Articles that <br /> the Human Service Articles be funded first. Carole seconded this <br /> motion and there was unanimous agreement. <br /> Article 3 - These Articles are to amend the PAP to include a 4% cost of living <br /> Article 4 and are recommended by the Committee. <br /> Article 5 - The Finance Committee recommends the FY92 Omnibus budget. <br /> Article 6 - This Article concerns the Popponesset Island Bridge and Deirdre <br /> motioned the Committee not recommend. This motion was seconded by <br /> Vern and there was unanimous agreement. <br />
