Finance Committee is the most important board and should not <br /> be an appointed board but should be left to the discretion of <br /> the voters . Jim noted that this was just the beginning of <br /> this issue and that over the next month or two there would be <br /> a lot of discussion. <br /> Jim noted that there will be an orientation meeting for <br /> new members on July 1st at 4- p.m. at his office. He asked <br /> members to. brainstorm ideas for the Committee to look -into <br /> and make suggestions at the July 9th meeting. <br /> Deirdre distributed a list of five items that she wished <br /> to discuss under New Business . The first issue was a <br /> Committee policy on releasing information to the media. <br /> Deirdre noted that she would like the policy to be that the <br /> information that is released would have come from something <br /> that the Finance Committee had discussed and concurred on at <br /> meetings. She cited the release of the Subcommittee report <br /> last year. Jim stated that freedom of the press means that <br /> we can not dictate to the press what they can or can not <br /> print . Deirdre questioned the subcommittee report , <br /> however, this report was read at a public meeting of the <br /> Subcommittee. Deirdre stated that she believed that all <br /> Subcommittee reports should first be submitted to the <br /> Committee. A position should not be discussed until all <br /> members concurred. Jim feels that every member is entitled <br /> 1 to express his opinion and as an elected official it is the <br /> members responsibility to comment if the press calls. Tony <br /> stated that the Chairman should speak to the media for the <br /> Committee . Jim noted that problems arise when there is an <br /> issue "bubbling" and the Committee has not yet met . Jim <br /> urged the members to use good judgement . He noted that when <br /> ever he expressed his opinion he qualified it as such. He , <br /> noted that the Finance Committee can not dictate to other <br /> members of the board what they can or can not say. Deirdre <br /> again stated that no comments should be made on issues . not <br /> discussed by the entire Committee. <br /> The next issue Deirdre wished to discuss was the policy <br /> on funding self-help groups. She proposed that a sum of <br /> money be set aside under the Board of Health. Groups that <br /> required funding would have to go to the Board of Health for <br /> funding. Al agreed to check into this to see if it would be <br /> legal to use the Board of Health as a funding source. <br /> Deirdre noted that the Police are looking into a <br /> computer system with a cost of $33,000. She has heard that <br /> they have money left over in their budget. Jim agreed to <br /> check into this and see where the money is going to come <br /> from. <br /> The fourth item of concern was the sharing of the <br /> waterways assistants . Deirdre stressed that these assistants <br /> are supposed to be shared between the Harbormaster and the <br />
