MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> August 6 , 1991 <br /> Present : John Ferriday, Deirdre Greelish, Al Polsi and <br /> Jim Vaccaro <br /> The Finance Committee meeting commenced at. 7 p .m. The first <br /> order of business was the approval of the minutes of the July <br /> 9th meeting, Deirdre motioned that the minutes be approved <br /> as written and Al seconded the motion. The minutes of July <br /> 9th were unanimously approved. <br /> The members proceeded to discuss old business items . The <br /> first was the concern of town-owned vehicles . Jim noted that <br /> Denise has accumulated some material regarding this issue and <br /> she would like to present it at the next meeting. John noted <br /> that he had some concerns about the motor pool idea. He <br /> stressed that if the present system is cumbersome then the <br /> effectiveness of personnel goes down, however, if the system <br /> is going to be changed because several people have abused it , <br /> it is offensive to those who have been honest . He questioned <br /> whether the Committee was trying to fix a system that wasn' t <br /> broken, because a few had abused it . Jim noted that a <br /> revision to the system. is being considered because there is a <br /> total lack of control in that there are no logs kept - this <br /> is the focus of the revision. The Committee is not out to <br /> get anyone . John agreed with the need for greater <br /> efficiency. <br /> Members agreed to hold the discussion of compensatory time <br /> and ambulance privatization until all members were present . <br /> Al addressed the issue of quarterly reports . Al would like <br /> the Finance Committee to issue a quarterly report stating <br /> Committee activities, major problems , and current financial <br /> status . Al stated that problems should be brought to the <br /> public quarterly rather than at the end of the year. Jim <br /> agreed that quarterly reports would provide better <br /> communications with the residents however there is a problem <br /> with this idea.. Jim stressed that the situation is volatile <br /> and the material is dated as soon as it is printed. There <br /> are constant developments and things change and Jim expressed <br /> concern that the Committee could be presenting a false sense• <br /> of security or insecurity. He questioned that perhaps a <br /> better idea might be the issuance of interim reports when the <br /> I� Committee felt it was an appropriate time , this might be <br /> better than locking into a quarterly report . Al suggested <br /> perhaps a summary of what has transpired over a three month <br /> period might be an option. Deirdre noted that perhaps a <br /> paragraph could be included for the various departments <br /> noting the impact of the budget on services . She felt it <br />
