might be good for people to know how the various departments <br /> are getting along; are projects being waylaid due to the <br /> budget cuts? ; are volunteers being utilized? ; how is the work <br /> getting done? ; what is the overall impact of the budget? Jim <br /> agreed that this was a good idea. however, it should come from <br /> the Selectmen as it concerns management of a department <br /> rather than finances. He noted that it is not the role of <br /> the Committee to judge management of departments. Al agreed <br /> that the Finance Committee report should be fiscally <br /> oriented. Deirdre and Al will get together and work on the <br /> report idea. <br /> John expressed his concern about the need for representatives <br /> from the various boards to meet . He noted the need for <br /> management by agreement and consent , so that all boards on <br /> the same level are going in the same direction. If we are <br /> going to govern effectively under our current system of <br /> government .it has to be a government of consensus and there <br /> is a need for leaders who can build consensus . <br /> I <br /> The budget process issue was addressed next . Members <br /> questioned whether the present budget presentation is <br /> adequate or if there was a need for revision. Jim noted that <br /> if the Finance Committee could combine the report that is <br /> distributed prior to the Town Meeting along with the proposed <br /> interim report this might be comprehensive enough to explain <br /> the budget . If the process is changed the Selectmen will <br /> have to be involved and the computer program will need to be <br /> changed.. <br /> Al noted that he would like to present some information he <br /> had gathered as liaison to the Building Department . He noted <br /> that he had inquired if the Department had an operating <br /> procedure, however nothing was written down. He further <br /> noted that the Building Department has no system of inventory <br /> control of town-owned- property. Al questioned whether the <br /> town had an inventory system. Jim agreed to check with Kevin <br /> Harrington to see if an inventory system is in place . Al <br /> further expressed his concern about the lack of an operating <br /> procedures manual or a flowchart showing the permit process . <br /> Jim added that he had been down to the Building Department <br /> and he noted that there is a file box that contains cards of <br /> the current building permits . These cards stay in the file <br /> box until the project is completed and the occupancy permit <br /> is issued. Jim noted that there were cards in the box of <br /> projects that had long since been completed and should be on <br /> the tax role. Some of these buildings with no occupancy <br /> permits got on the tax role- . no one is quite sure how. The <br /> Assessors have checked into this file box with the building <br /> permits most that have been completed have gotten on the tax <br /> role. No occupancy permits were issued, however they somehow <br /> • got on the tax role . Jim stressed the need for some type of <br /> revision to. this system.
