i
are 21 permits totalling $650,000 waiting for occupancy
permits but they are being held up either by the Board. of
Health or Conservation to get approval. This is holding up
about $-3t-,tea in taxes . Theme is a need to get the Board of
Health and the Assessors involved in this system. There is a
real need for checking on the completion of building permits.
The Assessors are going to track down the outstanding permits
to see which ones are completed. Al also noted that the
permit fees are down drastically and the Building Department
will not be bringing in as much money.
Al also informed the Committee that he had gone to the Board
of Health. Elias, the Health Agent , has requested that Al go .
to the Board of Health members prior to meeting with him.
The Board of Health will have two articles on the warrant in
October. The first article concerns the cola increase for
employees and the second article is to reinstate the
Assistant Health Agent to a full-time position with a cost of
$6 , 808 .
Deirdre addressed the Committee regarding the enhanced 911
system. She noted that the phone company is going to pick up
the cost of producing the enhanced 911 system, however the
town, has to do two things . First the town has to accept the
general law which they have done already and secondly the
town must by December of ' 92 provide an updated. street
listing of the town from the census . They will take this
listing and merge it with their phone listings . They will
maintain it after the original listing adding all the new
listings and buildings . Zones will also have to be set .
Deirdre noted that 15% of the work. has been done , however
this has now been put on the "back burner" due to personnel
shortages . John suggested that. the town work with the
various neighborhood associations to cut down on the work for
the town, rather than contacting every one in a neighborhood
they could have one contact person.
The Finance Committee turned their attention to new business
items on the agenda. The Friends of the Mashpee Public
Library conducted an auction at Mashpee Commons and raised
quite a bit of money. Jim noted that he wanted to entertain
a resolution to send a letter to the Friends commending them
on their initiative. All members present were in unanimous
agreement .
Members discussed the status of FY92 . Jim noted that he had
met the previous day with Kevin, Diane and Dave Bailey trying JAlme,
to assess the status for FY92 . Things at that point looked
bleak. There was a $220 ,000 overlay deficit and in addition
to that when the Committee left the town meeting because of
the Human Service articles the budget was out of balance
• $22 , 000-$23 , 000 and there are also some unpaid bills
totalling $6 ,000-$7 ,000 and added to that is the cola
increase needed for the Board of Health employees .
