i <br /> I <br /> Finance Committee Minutes <br /> September 10, 1991 <br /> Page 4 . <br /> The article for $187 . 79 for the Harbormaster FY91 ' Unpaid <br /> Bills Account represents a gasoline bill that needs to be <br /> paid. <br /> The article amending the zoning by-law "Groundwater <br /> Protection District" does not involve money and will not <br /> require Finance Committee recommendation. <br /> The article submitted by the Town Planner caused concern and <br /> discussion. Thi-s article is to transfer money to the <br /> Planning Department Salary & Wage Account . The purpose of <br /> this is to increase the hours of the secretary and. restore <br /> her to full time . The Town Planner in explaining this request <br /> has noted that reducing the secretary to 32 hours per work <br /> has had serious impact on the department ' s work and has <br /> caused financial hardship on. the individual after five years <br /> of service to the town. The figure for this article $975 . <br /> The money actually involved is $2, 614 . 15 . Tom is going to <br /> take an unpaid leave of absence and the money he would have <br /> earned will be put to the secretary. ,aim noted that the <br /> inherent danger in this was that if the Commi.tte raised the <br /> number of hours the following year she is at full time . To <br /> recommend this article is to recommend an increase in the <br /> secretary' s hours . Tony expressed concern, noting that if we <br /> do it for one department we need to do it for others . He <br /> further added that the Committee reduced her hours because <br /> they did not have the money and they still don' t have the <br /> money. The Committee needs to express faith in their <br /> decision. Deirdre noted that there is just one person in <br /> this office and one support person and perhaps the town might <br /> go for this when they realize that the planner is willing to <br /> sacrifice some of his salary. Al noted that he would hate to <br /> lose a good employee for a few dollars , and he felt the <br /> Committee needs to know if there is a strong reason- for this <br /> request . Deirdre noted that if a person with all this <br /> experience leaves the town for other employment the town has <br /> lost more than the $975 . Members agreed to address this <br /> article again. Tony questioned why the secretary wouldn' t do <br /> it for the amount of money that the Town Planner was willing <br /> to give from his salary account . <br /> The article to transfer $2 , 081 . 08 from the Planning <br /> Department GIS Account to the Planning Department Unpaid <br /> Bills Account is to correct a problem. <br /> Denise Sullivan agreed to check into the article requesting a <br /> transfer from the Waterways Improvement Fund to the <br /> Harbormaster Expense Budget . <br />
