Finance Committee Minutes <br /> September 16, 1991 <br /> Page 3 . <br /> The Finance Committee meeting reconvened at 8 : 35 to discuss <br /> their recommendations for the Warrant of the October 7th Town <br /> Meeting. <br /> Deirdre motioned that the article to transfer $123 , 765 from <br /> Revenue Available for Appropriation to eliminate the FY90 <br /> overlay deficit and balance the budget be approved. This <br /> motion was seconded by Denise Sullivan and there was a <br /> unanimous vote to recommend. <br /> The article to see if the town will vote to reduce the FY92 <br /> Operational Budgets voted in May 1991 will be the last money <br /> article on the warrant and will be required if the budget is <br /> out of balance . Members agreed to make their recommendation ' <br /> on Town Meeting -Floor . <br /> Tony Gallo motioned that the Finance Committee recommend the <br /> article rejecting the deferment of teachers ' salaries and <br /> Deirdre seconded the motion. There was a unanimous vote to <br /> recommend. <br /> Al Polsi motioned that the Committee recommend the article to <br /> transfer funds from the Conservation Reserved Receipt Account <br /> to the Conservation Salary/Wage Account . This article would <br /> keep the secretary and the Conservation Agent both at full- <br /> time . The Finance Committee agreed with the concept and they <br /> realized that the money is dedicated to conservation use, <br /> however conservation needs to be aware of the financial <br /> situation. This will wipe out the reserve fund and these <br /> funds may be required in FY93 . Mrs . Ferriday who was present <br /> at the meeting stated that at present there is far too much <br /> work to deal with on a part-time basis . Tom Bodwell seconded <br /> Al ' s recommendation to approve. There was a unanimous vote <br /> to recommend. <br /> i <br /> Finance Committee members agreed to make their recommendation <br /> on- Town Meeting Floor when the cost of the article that would <br /> give the Board of Selectmen the power to negotiate a <br /> settlement relating to the ownership of property at the <br /> Beechwood Point Development would be known. <br /> Finance Committee members agreed to make their recommendation <br /> on Town Meeting 'Floor on the article that seeks the Town to <br /> approve and accept a donation of land. Jim questioned how <br /> this gift was going to impact the tax revenue .
