Finance Committee Minutes <br /> September 16 , 1991 <br /> Page 5 . <br /> Tony Gallo motioned that the Committee recommend the article <br /> to transfer $2 ,000 remaining in funds from the Conservation <br /> Boundary Survey Account to a Conservation Engineering/ <br /> Development Account for the purpose making paths in <br /> conservation areas . Denise Sullivan seconded the motion and <br /> members unanimously voted to recommend. <br /> Al Polsi motioned the Committee recommend the article to <br /> amend Chapter 79-4 of the Town Bylaws that would make the <br /> dog "bail out fee" $10 . This would be the same as the fee <br /> charged by the kennel the town has contracted with. Tony <br /> seconded the motion and members unanimously voted to <br /> recommend . <br /> John noted that it would behoove the town to have a Bylaw <br /> that would authorize the Board of Selectmen to set fees . In <br /> this way every time a fee change was required there would not <br /> have to be a change in the Bylaws . Members agreed that this <br /> would save the town the codification costs. <br /> Tony Gallo motioned the Committee recommend the article to <br /> amend the Bylaw and raise the penalties for the leashing and <br /> restraint of dog violations . Al seconded the motion to <br /> recommend and there was a unanimous vote of approval . <br /> Deirdre motioned the Committee recommend the article that <br /> would increase the allowable exemption for the blind from <br /> $437 . 50 to $500 . John Ferriday seconded the motion to <br /> recommend. There was a unanimous vote to recommend. <br /> Deirdre motioned the Committee recommend the article that <br /> would modify the existing Clause 17 tax exemption which <br /> allows for a $176 tax exemption but has been made ineffectual <br /> by including the value of an applicant ' s home in computing <br /> the applicant ' s net worth. Al seconded the motion to <br /> recommend. There was a unanimous vote to recommend. <br /> Tony Gallo motioned that the Finance Committee recommend the <br /> article that would allow the DPW to take and reconstruct <br /> Quaker Run Road, Jacbon Road , Lighthouse Lane and Timberland <br /> Drive with the contingency that the interest on the <br /> betterment be paid upfront . John Ferriday seconded the <br /> motion and there was a unanimous vote to recommend this <br /> Iarticle with the contin enc . <br /> Tony Gallo motioned the Committee recommend the article for <br /> $2, 219 . 71 to provide the 4% cost of living salary increase <br /> for the Health Agent and the Assistant for FY92 .
