Box 1108 <br /> RLE <br /> MASHPEE, MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> October 1 , 1991 <br /> Present : Tony Gallo , Deirdre Greelish, Al Polsi, Denise <br /> Sullivan, and Jim Vaccaro <br /> The Finance Committee meeting commenced at 7 p .m. The first <br /> order of business was the approval of the minutes of the <br /> meeting of September 16th. Tony Gallo motioned that the <br /> minutes be approved as submitted and Denise seconded the <br /> motion. There was a unanimous vote of approval . <br /> The Chairman noted that there were several pieces of <br /> correspondence to be addressed. The first item of <br /> correspondence was a notice from the Association of Town <br /> Finance Committees announcing their annual meeting and <br /> conference. This meeting is to be held at Framingham State <br /> College on November 19th from 8: 30 a.m. - 4 p.m. The <br /> Chairman asked the board secretary to send a list of seminar <br /> topics to the Committee members . If members are interested <br /> in attending they were asked to let the Chairman know before <br /> November 2nd. <br /> The second item of correspondence was a notice about the DOR <br /> ruling regarding Finance Committee ' s position on override <br /> referendums . Previously the ruling had stated that once Town <br /> Meeting had placed an override on the ballot , town boards <br /> were not supposed to become involved. The new ruling is a <br /> reversal of this stating that a 2 1 /2 referendum is an issue <br /> that can be considered and commented upon by the Finance <br /> Committee in conjunction with their budgetary <br /> recommendations. However, if a town Finance Committee <br /> expends funds in order to promote or oppose a question <br /> submitted to the voters on a town ballot the treasurer of <br /> the Committee/Town must file a campaign finance report. <br /> The third item of correspondence is a notice that the State <br /> Legislature has now passed a new law regarding teacher summer <br /> pay deferral . The new law now states that towns must vote to <br /> approve . There is presently an article on the warrant to <br /> reject the deferral of pay and Finance Committee voted to <br /> approve the rejection of deferred compensation. This new law <br /> does not require Town Meeting approval and if the Board of <br /> Selectmen do nothing then it is not deferred. If they wish <br /> to defer it they vote to defer it and it does not require the <br /> vote of Town Meeting.. Jim noted that he will address this <br />
