Finance Committee Minutes <br /> October 1 , 1991 <br /> Page 2 . <br /> with Counsel and see if this article can be postponed. The <br /> danger is if the town rejects the present article does this <br /> in fact mean they approve? Town Counsel will be consulted. <br /> Members turned their attention to old business items which <br /> included consideration of articles on the warrant for October <br /> 7th. <br /> Article #7 - will be postponed as the Firefighters ' Union <br /> rejected the proposal . <br /> Article #6 - concerns the acceptance of a gift of land and <br /> Jim had asked that the Committee hold their recommendation• <br /> until it was known how this land taking would impact tax <br /> revenue. Jim reported that the tax involved was $61 . 16 . <br /> Tony motioned that the Committee recommend the acceptance of <br /> the land gift from Barbara Burrell and Denise seconded the <br /> motion. There was unanimous agreement to recommend. <br /> Article #17 - This is the article that would allow potential <br /> establishments the option of operating an outlet store. The <br /> article is intended to assist the town' s economic development <br /> efforts. It would allow 20% of gross floor area for an <br /> outlet . The Finance Committee previously has not made a <br /> recommendation on this , however, the Chairman noted that the <br /> Committee should really make a recommendation as there is <br /> money involved. Deirdre motioned that the Committee approve <br /> and Al Polsi seconded the motion. There was a unanimous vote <br /> to recommended this article. It was the hope that this <br /> article might bring in industry that otherwise might not come <br /> to Mashpee. Deirdre noted that it was not uncommon for a <br /> manufacturer to want some avenue to sell their seconds. Jim <br /> noted that most communities have this provision. <br /> Article #12 - Deirdre asked the Committee to address this <br /> article. This article would make height limits in the C-1 <br /> and C-2 districts the same as those in all other districts. <br /> It is intended to allow for more flexibility in design, <br /> particularly in roof treatments, for commercial buildings. <br /> This article would increase the height limitation from 30 <br /> feet to 35 feet. Deirdre questioned if this meant that the <br /> peak of a roof could be 35 feet but the tips had to remain at <br /> 30 feet . She stressed that the town might wind up with a 35 <br /> foot flat-roofed building. This might present a hidden <br /> financial issue - would new fire appartus for a building this <br /> high be required. Jim thought the new truck was capable of <br /> servicing a building this size . Tony will verify this with <br /> Deputy Chief Baker. <br />
