Finance Committee Minutes <br /> October 1 , 1991 <br /> Page 3 . <br /> Article #36 - This article was submitted by the Shellfish <br /> Warden and was concerned with the regulations , violations and <br /> penalties for shellfishing and eeling. Jim had asked the <br /> Committee to hold their recommendation on this until he could <br /> talk to the Warden. Jim stated that his concern was that this <br /> article might be targeting Native Americans and Paul assured <br /> him that this was not the case . Deirdre motioned that the <br /> Committee recommend article 36 and Denise seconded the <br /> motion. Members unanimously agreed to recommend article 36 . <br /> Article #32 - Deirdre motioned that the Finance Committee <br /> reconsider their vote on the article for $1 , 800 to provide <br /> short-term assessment and referral of Mashpee ' s seniors by <br /> the Visiting Nurse Association of Upper Cape Cod. The motion <br /> to reconsider was seconded by Tony and their was unanimous <br /> agreement to reconsider. Jim suggested that there be a <br /> meeting prior to the Annual Town Meeting at 6: 30 at the <br /> Middle School and ask Lynn from the Council on Aging to <br /> address this article and give specifics . Jim noted that this <br /> . item really belonged in the omnibus budget and this article <br /> was really a way of circumventing the omnibus . Members were <br /> really concerned about what the $1, 800 would really do. <br /> Deirdre was concerned that there was going to be no <br /> consideration of an individual ' s ability to pay, so perhaps <br /> some of these services could be obtained under their <br /> insurance. Al noted that this was setting a precedent and <br /> Denise noted that it was time to cut back. Jim stressed that <br /> although your heart may favor the article, the Finance <br /> Committee must act responsibly. The Finance Committee was <br /> hopeful that Lynn would provide more information about the <br /> services that this $1 ,800 will provide and information as to <br /> whether this was a duplication of services. <br /> Article #10 - Finance Committee has previously voted to not <br /> recommend this article to add the sum of $975 to the Planning <br /> Department Salary & Wage Account to increase the hours of the <br /> secretary. Tom has agreed to give approximately $1 , 700 from <br /> his salary to her salary account . The Planner has asked to <br /> address the Committee on this article. Deirdre noted that <br /> other departments in town have absorbed the impact of cuts <br /> and the Planner should too. Some people were not just cut in <br /> hours but lost their jobs. Jim noted that this article is <br /> explicit in giving special consideration to one employee. <br /> Deirdre stressed that the people need to be prepared to <br /> . consider other similar situations , every department head will <br /> hold the line for their employees in May and people should be <br /> aware that this $975 could cause an override . The decision <br /> is a lot bigger than $975 . Deirdre felt the people should <br />
