Finance Committee Minutes <br /> October 1 , 1991 <br /> Page 4 . <br /> have a list of all the positions that were reduced and <br /> eliminated in this balanced budget. Jim noted that this is <br /> having a bad effect on employee morale. Their departments <br /> absorbed the cuts , and their is a question of favoritism even <br /> having this article on the warrant . Tom Fudala joined the <br /> meeting to address this article . He informed the Committee <br /> that if this person was lost it would be a disaster for the <br /> Planning Department . He cited the $1 , 700 he is giving from <br /> his salary as an indication of his need for this individual. <br /> Deirdre explained to Tom that she had originally been in <br /> favor of the article, however , she expressed that when she <br /> considered other departments and individuals she could not <br /> favor one individual and not others . Tom asked the Finance <br /> Committee if he could possibly find the $975 somewhere else <br /> in his budget (possibly the G1S Account) would the Finance <br /> Committee reconsider their recommendation. Jim asked Tom to <br /> attend .a meeting at 6: 50 on the 7th of October prior to the <br /> Town Meeting if he had a new proposal. Deirdre noted that if <br /> he could find the funding someplace else she would be <br /> inclined to support it . Jim noted that the support would <br /> have to come with the statement that the money won' t be there <br /> next year. Tom noted that he wasn' t going to worry about <br /> next year, he just wanted to get through this year. <br /> Al reported to the Committee that he had contacted the Mass <br /> Department of Revenue regarding an Amnesty Program. He was <br /> informed that and act of legislation would be required. Al <br /> noted that there is approximately 3 1 /2 million dollars in <br /> unpaid taxes and this may be a way to get some money for the <br /> town. Jim noted that he would talk to Anne Shaw to see how <br /> much would be lost in interest in an amnesty program. Al <br /> also noted that he would like the Committee to look into the <br /> fragmented parcels of property the town now owns . Jim noted <br /> that the Economic Development Committee is looking into this <br /> issue . Al noted that the town could get money if these <br /> parcels were put on the tax roles . Jim noted that it was the <br /> hope that people would buy small parcels of land abutting <br /> their property rather than having them built on. <br /> Members addressed new business . Chief Ridgeway has addressed <br /> a memorandum to the Committee regarding the ambulance service <br /> user fee billing system. He is proposing that the town <br /> contract with an individual to do the billing for <br /> . approximately 10 hours per week, 52 weeks per year, at $8. 50 <br /> per hour. This person would work a} the fire station and <br /> would use the fire computer system. The Chief feels that <br /> contracting with this individual could produce a savings of <br /> $3 ,448 in FY91 . Jim expressed his concern that this was <br /> really creating a position, and the town may be responsible <br />
