�F TOWN <br /> C` ffirtf cAIL <br /> nsPP <br /> ,. <br /> a, 0, BOX 1108 <br /> ���s► CO" MASHPEE, MA 02649 <br /> FINANCE COMMITTEE MINUTES v <br /> Town Hall <br /> November 12, 1991 <br /> Present : John Ferriday, Tony Gallo , Deirdre Greelish, Al <br /> Polsi , Denise Sullivan and Jim Vaccaro <br /> The Finance Committee meeting commenced at 8 p.m. The first <br /> order of business was the approval of the minutes of the <br /> meeting of October 1 , 1991 and October 7 , 1991 . Jim noted <br /> two changes to the minutes of October lst . On page 4 , the <br /> fourth sentence of the third paragraph should read, "This <br /> person would work at the fire station and would use the <br /> fire computer system. On page 5, the last sentence of the <br /> first paragraph should be changed to read, "Kevin agreed to <br /> address these concerns with the Chief . " John motioned that <br /> the amended minutes be approved by the Committee and Tony <br /> seconded the motion. There was a unanimous vote of approval, <br /> Al Polsi motioned that the minutes of October 7th, be <br /> approved as submitted. This motion was seconded by Tony and <br /> there was a unanimous vote to approve . <br /> The Chairman noted correspondence received by the Committee. <br /> A list of town employees (excluding school employees) has <br /> been forwarded to the Committee from the Personnel Assistant , <br /> Marilyn Farren. Dr. DeMoura has forwarded a memorandum <br /> regarding the Davis School well. The School Committee had <br /> asked him to seek a waiver for new well installation. Dr. <br /> DeMoura did seek the waiver, however, his request was denied. <br /> He will need a well before children can occupy the school. <br /> Dr. DeMoura has also submitted a memorandum relative to 874 <br /> Funds , Emergency Federal Assistance for hurricane damage. <br /> The actual cost is about $25 ,000, there is about $13 ,000 in <br /> insurance , with a $1 ,000 deductible so there is a claim for <br /> about 11 ,000 from the government . Jim noted that the town <br /> should anticipate getting about $9 , 000 - $10,000 . The next <br /> item of correspondence is from Kevin discussing the status of <br /> FEMA. There is a dispute between the Congress and the <br /> President relative to the Grant Rudman Act, the money will <br /> come but it will be late probably not until FY93 . This money <br /> has been spent , however; the DOR has informally advised that <br /> the town will be able to "book it" so that the town can carry <br /> an encumbered deficit until the next fiscal year. The Finance <br /> Committee has also received an Information Guideline from the <br /> Department of Revenue . This changes the law that allows <br /> communities to set fees above state statute. -Jim noted that <br /> this will have to be researched to see if 'there are any <br /> additional sources of revenue for the town. Jim noted that <br /> the General Laws will have to be checked. Al agreed t-o check <br /> into this new Guideline Release. Al noted <br />
