MASHPEE FINANCE COMMITTEE MEETING MINUTES
MARCH 3, 1992
MEETING COMMENCED AT 7:00 P.M.
Members Present: Tony Gallo, Chairman; Deidre Greelish; Al Polsi;
Dan Goggin; John Ferriday; Ed Baker; Denise Sullivan
MINUTES
MOTION by Deidre Greelish and seconded by Ed Baker to accept the
minutes of February 26, 1992, with this correction. Page one
stated that Ed Baker was going to speak with Anne Shaw, it should
of read that he would speak with Jane LaBute. Members noted this
correction and the minutes were accepted by a unanimous vote.
Al Polsi indicated that the meeting with the Personnel Board and
the Board of Selectmen would be on Thursday, March 5, 1992 at 9:00
A.M. regarding the fringe benefit package.
Diane Rommelmeyer, Town Accountant, was present at the meeting and
issued some printouts to the members for discussion. The first
packet that was reviewed was a Statement of Appropriation from July
1 , 1991 to February 28, 1992. It was a summary account of the
entire appropriation. Deidre Greelish asked
whether this 57% was in accordance with the 5% budgets the Board of
Selectmen requested. Ms. Rommelmeyer answered no, because then the
percentage level would be 52%.
Diane Rommelmeyer also stated that there was a $200,000 surplus
from the Falmouth Tuition Account. Deidre Greelish made a motion
to transfer the $200,000 from the Falmouth Tuition Account and put
it into the Stabilization Trust Account. Dan Goggin seconded the
motion, but members decided that they would vote on the motion at
the end of the meeting. The problem was that the Article requests
were due on March 3, 1992 and this night was March 3 , 1992. Dan
Goggin asked whether the money in the stabilization Trust Account
could only be used for capital expenditures. The answer was yes.
Deidre Greelish indicated that we either put it into the General
Fund for free cash or put it into this account.
Dan Goggin asked John Ferriday to get a cost per student at the
Cape Cod Technical School. Members discussed exploring alternative
regional schools. ,,
Ed Baker asked Diane Rommelmeyer to exaFl6-jnt a department budgeting
for money and then not using it, the encumbering of funds?
