MASHPEE FINANCE COMMITTEE MEETING MINUTES
MARCH 311 1992
MEETING COMMENCED AT 7:00 P.M.
Members Present; Tony Gallo, Chairman; Deidre Greelish; Al Polsi ;
Dan Goggin; John Ferriday; Ed Baker and Denise Sullivan.
MINUTES
MOTION by Dan Goggin and seconded by Deidre Greelish to accept the
minutes of March 24, 1992 as printed. Members voted unanimously to
accept the minutes as printed 7-0.
MOTION by Ed Baker and seconded by Dan Goggin to accept the minutes
of March 25, 1992 as printed. Members voted unanimously 7-0 to
accept the minutes as printed.
Dean Driscoll, Leisure Services, was present at the meeting. He
presented to the Finance Committee the fact that the department had
been cut 37 1/2% in the past three fiscal years. Mr. Driscoll
indicated that the town has raised in beach permit revenues
$37,545, yet the lifeguards had been cut last year and not funded
this year. He requested the budget be level funded, so that there
will still be funds to keep the gate attendants at the beach
employed. Mr. Driscoll felt that a 4% reduction across the board
was unjust. Mr. Driscoll also mentioned the other programs which
are sponsored by Mashpee Leisure Services. Mr. Baker stated that
he was the one who suggested the 4% cut. He explained that he felt
it was safe to bring the expense budget back to where it was last
year, because there was no reduction in telephone expenses and as
of January the department was only 25% expended and as of the end
of February the department was only 40% expended. His cut would
also decrease the gate attendants from $5,000 for the summer to
$2,500. Mr. Gallo indicated that the Board would discuss the
department and Mr. Driscoll would be informed.
Three Assessors also came before the board at this meeting. Denise
Sullivan stepped down from the discussion. Lester Grieg spoke on
behalf of the assessors stating that they were asking for $1,500
per assessor. In their initial budget they had only requested $300
each. Unnknown to them at the time the budget was proposed, they
would be spending as much. time at the town hall with the work load
and expenses as great. Mr. Grieg felt that in order to do a proper
job they needed an increase. They felt very strongly because they
were liable for everything they signed their names to, and could go
to jail if something was incorrect. Mr. Gallo asked whether Mr.
Grieg felt it would be a good idea to have one full time assessor
running the office and reporting to the other assesors? Mr. Grieg
acknowledged that a lot of towns do that, but they are not being
investigated like the town of Mashpee. Mr. Ferriday stated that
