MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> MAY 26, 1992 <br /> MEETING COMMENCED AT 7:00 P.M. <br /> Members Present: Deirdre Greelish, Chairperson; Dan Goggin; Tony <br /> Gallo, Ed Baker; Denise Sullivan and Roger Dunivan. <br /> MINUTES: <br /> Ed Baker motioned to accept the minutes of May 20, 1990, with the <br /> correction in paragraph 1 of Old Business from $450 to $150 in the <br /> Board of Health's mileage expense request. Dan Goggin seconded the <br /> motion with the correction and the minutes were accepted as written <br /> by a unanimous vote of 6-0. <br /> OLD BUSINESS <br /> Steven Greelish, Board. of Health, was present at the meeting to <br /> again discuss the department's request for $2, 364.00. The request <br /> is for appropriating money through June 30, 1992 to bring the <br /> assistant agent to full time status which he will be in July, as <br /> voted at Town. Meeting. The request also includes $80 for a hand <br /> held tape recorder and $150 for increased mileage expenses. Mr. <br /> Greelish stated that if the committee would agree to appropriate <br /> money for the assistant agent he would drop the request for the <br /> tape recorder. Mr. Goggin told the committee that he had a chance <br /> to speak with town counsel and that Mr. Reardon's response was that <br /> "it is all in the interpretation of the request, as to whether it <br /> is an emergency or not" . Mr. Reardon was unable to give the <br /> committee a black or white answer. <br /> Mr. Greelish explained that it was in fact an emergency for the <br /> department. Presently it is coming into the busiest time of the <br /> year. The department has hotels, pools and restaurants that are <br /> opening and need inspections. Mr. Greelish explained that there <br /> have been preliminary inspections done, 'but follow-ups were now <br /> needed and there was not enough man power. Concerns that the <br /> committee had were, why hadn't something been done on town floor at <br /> the Special Town Meeting? Mr. Gallo and Mr. Dunivan felt that Mr. <br /> Greelish had ample time prior to his March letter to file an <br /> article in the . Special Town warrant. They felt that the. problem <br /> was foreseen prior to the article filing deadline. They also felt <br /> that if the department has been able to survive through June with <br /> the assistant agent at 28 hours they could wait until July. The <br /> committee also had a ruling from the Department of Revenue dated <br /> December 18, 1990, indicating that was not an acceptable request. <br /> The ruling was in regard to a fire department in another town, but <br /> the committee felt that it was a very similar situation. Also Mr. <br /> Gallo mentioned that he thought this request, if approved, would <br /> set a precendent for other departments that at a later time the <br /> Finance Committee might regret. <br />
