Page 2 <br /> Roger Dunivan MOTIONED to vote against the request from the Board <br /> of Health for $741 from the Reserve Fund into Salary and Wages with <br /> reference to the ruling from the DOR dated December 18 , 1990. Tony <br /> Gallo seconded the motion and members voted 3 opposed, 2 in <br /> approval. Mr. Dunivan and Mr. Gallo were in approval of this <br /> motion. Mr. Goggin, Ms. Sullivan and Mr. Baker were opposed. Mr. <br /> Baker and Mr. Goggin both felt that this was in fact an emergency <br /> situation. <br /> Ed Baker MOTIONED to transfer $741 and $150 from the Finance <br /> Committee Reserve Fund and to place it into the Board of Health's <br /> salary/wage and expense accounts. Denise Sullivan seconded the <br /> motion and members voted 2 in favor, 2 opposed. Mr. Baker and Mr. <br /> Goggin were in favor, Mr. Gallo and Mr. Dunivan were opposed. Ms. <br /> Sullivan abstained from voting until further information is <br /> received from Town Counsel. Mr. Goggin again stated that he would <br /> check with Town Counsel and try to .find out one way or the other <br /> whether this is_a_legal request. Mr. Dunivan asked Mr.. Goggin to <br /> ask Mr. Reardon, 1. Is this an emergency situation? 2. Can the <br /> Finance Committee Reserve Fund be utilized for a transfer of funds <br /> into a salary and wage account? <br /> NEW BUSINESS <br /> Mr. Baker stated that he had a request from the Personnel <br /> Department requesting that $2 ,426 be transferred from the Reserve <br /> Account into the Secretary Wage account. Present balance in said <br /> appropriation is $1 ,514 .04 . The Board of Assessors budgeted $1,379 <br /> and has spent $4.,2.15 to date. The Finance Committee had budgeted <br /> $1,296 and has spent $2 ,121.50 to date. The Board of Selectmen had <br /> budgeted $4,310 and has spent $3 ,972. 28 to date. Mr. Goggin asked <br /> what would happen to the money if it was approved and not spent? <br /> The answer was that it would go back into the general fund. <br /> Dan Goggin MOTIONED to approve this transfer of funds into the <br /> secretary salary and wage for $2,426. Ms. Sullivan seconded the <br /> motion and members approved 6-0 in favor. <br /> Ms. Greelish mentioned that the School Building Needs Committee <br /> will meet every Thursday at 3: 30 P.M. Ms. Greelish asked the <br /> committee whether or not they felt it was important that a Finance <br /> Committee member be present at every meeting? The consensus was no <br /> it was not, but that it was important once the final three <br /> architects were selected to be involved with negotiations. Mr. <br /> Gallo volunteered his services to attend the meetings, because the <br /> School Department liaison, John Ferriday, could not commit himself <br /> to each meeting. Ms. Greelish felt that it would be a conflict of <br /> interest for Mr. Gallo to attend these meetings. Ms. Greelish <br /> stated that she- would like Mr. Ferriday to attend the meetings that <br /> he is able to attend and if he cannot, then another member would go <br /> on his behalf. <br />
