MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> JUNE 2, 1992 <br /> MEETING COMMENCED AT 7:00 P.M. <br /> Members Present: Deirdre Greelish, Chairperson; Dan Goggin; Tony <br /> Gallo, Ed Baker; Denise Sullivan, John Ferriday and Roger Dunivan. <br /> MINUTES: <br /> Ed Baker motioned to accept the minutes of May 26, 1992. Roger <br /> Dunivan seconded the motion and members voted to accept the minutes <br /> as written by a unanimous vote of 7-0. <br /> OLD BUSINESS <br /> Dan. Goggin mentioned that he spoke with Joseph Reardon, Town <br /> Counsel, regarding the Board of Health's request for a transfer of <br /> money from the Finance Committee Reserve Fund into their salary and <br /> wage and expense accounts. Mr. Reardon stated that it is a legal <br /> transaction if the request is clearly for an emergency. <br /> Ed Baker MOTIONED that the Finance Committee transfer $741 to the <br /> Board of Health's Salary and. Wage Account and $150 to the Board of <br /> Health's Expense Account from the Reserve Fund. John Ferriday <br /> seconded the motion and members voted. Deirdre Greelish had <br /> stepped down from the discussion. Members voted 1-5. Mr. Baker <br /> was in favor of the motion. Ms: Sullivan, Mr. Ferriday, Mr. <br /> Gallo, Mr. Dunivan and Mr. Goggin were not in favor ad voted <br /> against. <br /> Mr. Gallo handed to Ms. Greelish a letter received from Joseph <br /> Reardon in February of 1992 stating that he is clearly not in <br /> conflict in discussing the issues of the School Building Needs <br /> Committee, which was questionable to Ms. Greelish last meeting. <br /> The letter also stated that he could discuss other school issues <br /> except salary and wage line items. Members continued to discuss <br /> the question of conflict of interest. The Finance Committee <br /> handbook states that it is not a conflict of interest unless <br /> discussing the salary and wage line items. Mr. Ferriday stated <br /> that he felt this was a personal interest not the interest of the <br /> committee. He did not feel it was the committee's responsibility. <br /> It is up to each individual to write to the Ethic's Commission and <br /> get a ruling for their situation. Mr. Ferriday did not feel <br /> comfortable stating whether another individual was in conflict or <br /> not. <br /> Roger Dunivan MOTIONED that each member of the committee is <br /> responsible for writing to the Ethic's Commission themselves to get <br /> a ruling for their own individual situations. Denise Sullivan <br /> seconded the motion and members voted 6-0 in favor of the motion, <br /> with Deirdre Greelish abstaining. <br />
