Ms. Sullivan <br /> stated that the police department has found money in their own <br /> budget to fund a Record's Clerk position and has advertised the <br /> position. The old record's clerk will most likely apply for the <br /> position and go back to the police department. The Finance <br /> Committee had previously reduced the police department's budget and <br /> transferred it into the Personnel budget for the floating clerk. <br /> on March 11, 1992 the Finance Committee agreed to adjust the <br /> Personnel budget by $5,984 for the floating clerk. The floater is <br /> budgeted to work 14 hours per week. She was working 18 hours at <br /> the police station. Ms. Sullivan asked whether or not the <br /> committee could request that the transferred money in the Personnel <br /> budget be used for the board secretaries now, because the floater <br /> will go back to the police station? Members agreed that a floater <br /> was still necessary to the town. <br /> CORRESPONDENCE <br /> Members then discussed correspondence received from Chief Ridgeway <br /> requesting an additional informational meeting; a memo to the Board <br /> of Selectmen from Robert Sullivan regarding Water District <br /> Services; a memo to the Distribution List from Robert Sullivan <br /> regarding the board secretary budget; a purchase order from the <br /> Department of Public Works for a compressor and a memo to the Board <br /> of Selectmen from the Board of Health regarding the department's <br /> displeasure with certain finance Committee members. Mr. Goggin <br /> mentioned that he did not agree with the Department of Public Works <br /> purchasing the compressor at this late date. He felt that the <br /> money should be taken out of the FY93 expenses, not FY92 expenses. <br /> Mr. Goggin also stated that he would like to state to the Board of <br /> Selectmen that the Finance Committee is not in favor of requesting <br /> money at this late date for last minute purchases of large <br /> equipment with the remaining funds. Mr. Goggin would like the <br /> Board of Selectmen to make this a policy. <br /> NEW BUSINESS <br /> Members discussed the town's insurance and legal and engineering <br /> services. Ms. Greelish stated that she was getting quotes on town <br /> insurance and if any member felt they had any experience in this <br /> matter it would be helpful to pass it on to the selectmen. Dan <br /> Goggin suggested that we get a copy of the risk study. Mr. Dunivan <br /> asked -if the Board of Selectmen were asking for our assistance? <br /> Ms. Greelish also mentioned that she has been speaking with other <br /> executive secretaries in other towns discussing their legal <br /> services. She stated that most towns use large firms as opposed to <br /> a one person firm. A members stated that the selectmen cannot run <br /> to legal services every time they have a question, because it gets <br /> too expensive. They should rely more on the Ethic's Commission. <br /> Mr. Gallo mentioned that he did not feel comfortable. with the <br /> Finance Committee members getting involved with such matters. He <br /> felt- that it was the Board of Selectmen's decisions and <br />
