MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> JULY 14, 1992 <br /> MEETING COMMENCED AT 7:00 P.M. <br /> Members Present: Deirdre Greelish, Chairperson, Dan Goggin, Ed <br /> Baker; Denise Sullivan, Tony Gallo and John Ferriday. <br /> MINUTES: <br /> John Ferriday MOTIONED to accept the minutes of June 30, 1992. Ed <br /> Baker seconded the motion and members voted to accept the minutes <br /> as written by a vote of 6-0. <br /> RESERVE FUND TRANSFER REQUESTS <br /> The first request was from the police department requesting that <br /> $1 ,642 . 22 be transferred into their expense account for gasoline <br /> expenses of 6/30/92 through 7/19/92 . There is currently $1.89 in <br /> said appropriation. They feel the expense is an unforeseen expense <br /> because the amount of $32,000 was budgeted for gasoline in FY92 and <br /> to date, the amount of $35,857 has been expended. Unforeseen <br /> volume of mileage is due to increased workload. Dan Goggin <br /> MOTIONED to disapprove the request _and Ed Baker seconded the <br /> motion. Members voted 6-0 of its disapproval. Members agreed that <br /> they could not act because the June bills were last fiscal year and <br /> FY93 funds cannot be used for FY92 bills. The July bill is an FY93 <br /> bill and is not an emergency. <br /> The second request was from the Department of Public Works. They <br /> requested $2 , 500 be transferred into their expense account. The <br /> current balance in said appropriation is $320,000.00. The amount <br /> requested would be used for a new drain, pipe and leach pit to <br /> correct a problem of flooding at the Mashpee Baptist Church <br /> property. The problem is due to run off from Collins Lane and <br /> Great Neck Road North. Mr. Taylor was present at the meeting and <br /> stated that he had been directed by the Board of Selectmen to go <br /> ahead and make this request for transfer. Members were concerned <br /> with the fact that the church is private property and the precedent <br /> it might set for other privately owned property owners, example <br /> Popponesset Spit. Mr. Baker stated that he felt it was too early <br /> in the year for this request. Mr. Baker mentioned that he had <br /> previously stated while preparing the FY93 budget that a set amount <br /> of money should be given to the Board of Selectment to be used with <br /> their discretion for the right kind of charity. He felt that this <br /> is that type of occasion. Tony Gallo stated that he felt it was <br /> immaterial whether we voted to do the work now or later, it is <br /> still the responsibility of the town, because it is the town roads <br /> which caused the problem. He felt that the town is responsible. <br /> Mr. Goggin agreed with Mr. Gallo, but felt that the FinComm could <br /> wait until the end of the year to make the transfer. <br /> Tony Gallo MOTIONED to go ahead and fix the problem.
