Page 2 <br /> second on the motion. Dan Goggin MOTIONED to disapprove the <br /> request. Denise Sullivan seconded the motion and members voted 6-0 <br /> of its disapproval. Mr. Taylor then went on to mention that in <br /> order to maintain the town owned roads properly each year the <br /> Department would need $750,000 . He stated that he has $150,000 to <br /> do the job. That leaves a $600,000 deficit per year. Mr. Taylor <br /> is hoping that Chapter 90 funds will fill some of that gap. <br /> Anne Shaw was also present at the meeting. Members talked about <br /> the status of tax collection with her. She mentioned that some of <br /> the big properties have not paid their taxes to date, for example <br /> New Seabury, South Cape and Southport, which should total <br /> approximately the $200,000, which Ms. Shaw states is the town's <br /> deficit. Ms. Shaw mentioned that the town picked up some money on <br /> betterments. Ms. Shaw also mentioned that she may not have some <br /> abatements because of computer problems. Also mentioned was that <br /> the tax forms were ordered and that they are the same as last year. <br /> Mr. Baker mentioned that Mr. Bailey, Board of Assessors, had spoken <br /> to the FinComm previoulsy and mentioned that the Assessor's Office <br /> could run off the tax bills and then give them to Anne Shaw for <br /> signature and mailing. Ms. Shaw said that even if that was so, the <br /> bills would still need to get on her computer system which is <br /> timely. She agreed to speak with Mr. Bailey and Ms. Rommelmeyer <br /> about the possibility of that. Ms. Shaw was asked why the town <br /> needed a programmer? She did not know the reason. <br /> John Ferriday mentioned that he was at a meeting with the School <br /> Building Needs Committee and the memo that was discussed last week <br /> was only a "wish list" . He expected that the contract would be <br /> signed that next week and construction would begin on November 2nd. <br /> Mr. Ferriday also mentioned that the study would be given to the <br /> School Building Needs Commmittee today for finalization. The Board <br /> of Selectmen, Finance Committee and School Committee would then be <br /> asked to come in and discuss it. <br /> Tom Fudala, Town Planner, and Al Polsi were also present at the <br /> meeting. Mr. Polsi discussed a fiscal policy report. He stated <br /> that his committee had been directed by the Board of Selectmen to <br /> go to each department to get their "wish list" for capital monies. <br /> Anne Shaw is then going to redo the proposed list of what each <br /> department needs and wants. Some of the proposed wishes were a new <br /> elementary school , new town hall , fire station addition, community <br /> teen center, etc. Mr. Fudala mentioned that he would like to see <br /> more public opinion rather than just a few people deciding. He <br /> felt that we should give the town's people time to respond. <br /> Members then spoke about Pilgrim's Pride Nursing Home and Pine Tree <br /> Place and the possibility of obtaining those properties to be used <br /> by the town. John Ferriday MOTIONED to send a memo to the Board of <br /> Selectmen to form a group to assess all of the available existing <br /> buildings for town use and purchase. Dan Goggin seconded the <br /> motion and members voted in favor 5-0. Mr. Goggin asked how often <br /> he updated population statistics? Only as requested. <br />
