MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> AUGUST 26, 1992 <br /> MEETING COMMENCED AT 7:00 P.M. <br /> Members Present: Deirdre Greelish, Chairperson; Ed Baker; John <br /> Ferriday, Denise Sullivan and Roger Dunivan. <br /> MINUTES: <br /> Ed Baker MOTIONED to accept the minutes of July 28, 1992. Denise <br /> Sullivan seconded the motion and members voted to accept the <br /> minutes as written by a vote of 4-0. <br /> Robert Writenhour, Executive Secretary, was present at the meeting <br /> to introduce himself to the committee and discuss any questions or <br /> problems that they had at this time; and also to discuss where they <br /> stood jointly and where they were going. <br /> Issues discussed were the backhoe lease and whether it should be <br /> placed as an article on the town warrant, as a way of maintaining <br /> a policy for capital projects. The copy machine for the library <br /> was also discussed. Mr. Writenhour stated that he felt it could be <br /> put on hold for awhile. He indicated that he would like everyone <br /> involved to get together to discuss the pros and cons. The FinComm <br /> also felt that this was too early to make a decision regarding the <br /> copy machine. Mr. Ferriday also brought up the fact that the tax <br /> bills never get out on time and that both the tax collector and <br /> assessors always got what they requested and .still did not get the <br /> job done. Mr. Writenhour asked whether the committee considered <br /> estimated bills being sent possibly in July? The members stated <br /> that they had discussed quarterly tax bills, as well as estimated <br /> bills. Ms. Greelish mentioned that this is the first year that <br /> they even got the two departments to discuss estimated bills. <br /> Another thing brought to Mx. Writenhour's attention by Mr. Ferriday <br /> was that the committee was trying to get certain information out to <br /> the community, for example, state reports and how Mashpee compare <br /> to other states and other towns. Mr. Ferriday stated that the town <br /> people should be aware of what they are voting on. Ms. Greelish <br /> also mentioned the October town meeting and the feelings of the <br /> committee regarding all of the funding requests. She stated that <br /> the committee felt that the October meeting should be for zoning <br /> and other purposes but not for money. Mr. Writenhour stated that <br /> the Board of Selectmen have also discussed this quite openly and <br /> that he also thinks of the October meeting as being a cleanup <br /> meeting. He thought that a lot of department heads used this as a <br /> way of getting a few things off their chest that did not get funded <br /> in May. He also stated that he would like to take a thoughtful <br /> approach to the whole classification issue within the town. He <br /> would like to address this with the personnel board to be updated. <br /> Another issue discussed was a vehicle and a boat which needs <br /> repair, brought to the town's attention by Waterways. It is Mr. <br /> Writenhour's understaning that the waterways account is for work <br />
