Page 2 <br /> regarding waterways and not for vehicle maintenance. Dick York, <br /> Shellfish Warden, was present at the meeting and explained that the <br /> truck had a rebuilt engine and that the boat had a 1990 engine in <br /> it. He also stated that he felt that the law read that the <br /> waterways fund is for maintenance and improvement of the waterways <br /> and that he felt that maintenance on the vehicles was included. <br /> Members stated that they felt the law read for the maintenance of <br /> waterways not vehicle maintenance. The last issue discussed with <br /> Mr. Writenhour was a possibility of reinactivating a land bank. <br /> RESERVE FUND TRANSFER REQUEST <br /> Helene DeFoe, Library Director, was also present at the meeting to <br /> discuss the library's reserve fund transfer request. The request <br /> was for $1,053 to pay for the repair of one of the compressor units <br /> in the heat pump/air conditioning units at the library. The <br /> present balance in said appropriation is $34, 249.18 . Ms. DeFoe <br /> explained that failure of this unit could not have been anticipated <br /> during budget preparations and that the funds that are in the <br /> maintenance and repair line item is insufficient to pay for the <br /> repair and other routine maintenance items which will be incurred <br /> in FY93 . Ms. DeFoe also explained that should this reserve fund <br /> request be disapproved, there is an article in the town warrant <br /> which will let the town's people decide. Members again explained <br /> that they were not saying no to the request, but saying no at this <br /> time. They felt that it is still too early to make reserve fund <br /> requests. The committee was asking her, as department head, to see <br /> what she could do for a few months and then come to the committee <br /> for help. Ms. Sullivan asked Ms. DeFoe about a state aid fund? <br /> -Ms. DeFoe stated that there was $4,000 in that account and yes, if <br /> necessary, could be used for the repair bill . Roger Dunivan <br /> MOTIONED to transfer $1 ,053 from the Reserve Fund into the Library <br /> Expense Account for the purpose of the heat/air unit bill to be <br /> paid. Denise Sullivan seconded the motion and members voted 4-1 in <br /> disapproval of this request. Mr. Dunivan in approval, the <br /> remaining members against. Mr. Ferriday stated that there is money <br /> under the control of the library and therefore postpone our <br /> decision until a later time. He stated that this was the first he <br /> had heard of the state aid fund of $4 ,000 . Mr. Ferriday also <br /> mentioned that he was disappointed that Ms. Defoe would then go <br /> ahead and put an article on the warrant. He felt that she was <br /> asking. the voters to make an uneducated vote. <br /> NEW BUSINESS <br /> Members then discussed the articles proposed for the October town <br /> meeting. Ms. Greelish had prepared a synopsis of the warrant which <br /> was issued to each FinComm member, and which the original copy is <br /> attached to the original set of minutes filed. The criteria used <br /> for deciding whether or not the committee recommended or not <br /> recommended the article was: 1) Is this article a house keeping <br /> article?; 2) Is this article a non-money matter, eg. zoning?; 3 ) Is <br />
