7
Board of Selectmen
Minutes
June 5, 2000
OLD BUSINESS:
Senior Clerk—Building Department:
The Selectmen previously appointed Dawn Thayer to the position of full-
time Senior Clerk to the Building Department. The position was posted
in-house and the employee transferred from the Treasurer/Tax Collector's
Office.
In correspondence to the Selectmen, the Personnel Board recommended
the employee be placed at Step 10 or Grade 11— Senior Clerk @$13.10
per hour. She is currently on Grade IN or Step 2 making$13.14 per hour.
The position was voted at Town Meeting under the Clerical Contract,
Grade II, Step 1 for the Building Department. It is the Department of
Revenue's opinion that the Board of Selectmen does not have the
authority to place the employee at Step 10.
The Selectmen apologized to Ms. Thayer for the error in the appointment
process, and agreed to develop policy in the future to rectify this type of
situation when an in-house transfer occurs.
Motion made by Selectman Cahalane to rescind the Board's past
action relative to the above position, and vote as authorized by Town
Meeting to create a full-time Senior Clerk position under the Clerical
Contract, Grade II, Step I for the Building Department and further to
raise and appropriate or transfer from available funds, $27,934 with
said funds to be distributed as follows: $20,261 to the Building
Inspector Salary/Wage Account, $7,344 to the Medical Insurance
Account, $294 to the Medicare Account, and $35 to the Group
Insurance Account.
Motion seconded by Selectman Green.
VOTE: Unanimous. 4-0.
Selectman Marsters abstained.
ffl
l
l
