w Minutes of the Meeting <br /> i <br /> September 22, 1992 <br /> Present: Deirdre Greelish, Chair; Dan Goggin, Vice Chair; Ed Baker and Roger Dunivan <br /> Not Present: John Ferriday, Tony, Gallo, Denise Sullivan <br /> Quarterly Tax Bills <br /> Town Treasurer Anne Shaw attended the meeting to discuss her views on the pros and cons of <br /> quarterly tax bills. In her opinion, they will increase cash flow substantially; but we need to be <br /> aware of the effects on our present computer system and staffing. Anne believes, from available <br /> experience of other Massachusetts treasurers, that she will need to add at least a part time <br /> employee to her staff handle the increased work load. The computer program will have to be <br /> modified as well. Anne strongly recommended that we wait one more year to go to quarterly <br /> tax bills. in the meantime, we place a priority on modernizing our computer system. She told <br /> the Committee that, by law, a town who votes for quarterly tax bills must stay on that cycle for <br /> three years. <br /> Motion by Ed Baker and seconded by Roger Dunivan to support the town meeting article for <br /> quarterly tax bills. The vote in favor was unanimous. <br /> Donna's Lane <br /> The article has been modified to remove the wording about bettering anyone benefitting from <br /> Donna's Lane. It is a straight betterment article now, with reconstruction paid for exclusively <br /> by the abutters. Dan Goggin expressed concern about signalization in the future, and who will <br /> end up paying for it. Ed Baker shared his concern; once the road is taken, the town will have <br /> to pay for traffic lights at the comer of Job's Fishing Road and Donna's Lane, where they <br /> intersect with Route 28. <br /> Deirdre said that, since we own the road now with no betterment recourse for paying for <br /> upgrading, she supports the article. Ed said he is in favor of giving the road back; then the <br /> abutters will have to get town approval for upgrade and we can require signalization. <br /> Roger spoke against the article because repairing Donna's Lane will create traffic problems that <br /> have not been addressed. There was no formal vote taken. <br /> Police Cruiser <br /> Motion by Ed Baker and seconded by Roger Dunivan to not recommend the article for another <br /> police cruiser. The vote was 3-1 with Deirdre against, stating she believes the mileage will be <br /> too high by July (FY94). <br /> Other Business <br /> The members worked on wording for our final recommendations and "Letter to the Voters." <br /> i <br /> Adjournment was at 9:20 p.m. <br /> Respectfully submitted, <br /> t <br /> Deirdre Gree , Chair <br />
